Sauvie Island Bridge opening, June 22

It is my pleasure to invite you to the Sauvie Island Bridge Grand Opening Celebration on June 22, 2008.
The opening of the new bridge presents us with a unique opportunity to thank all of our partners and the community for a job well done. Please join me and the Board of County Commissioners as we celebrate this milestone.
We will have a ‘country fair’ event the day before the bridge opens to regular traffic. The event will include a ribbon-cutting with project partners, elected officials and other dignitaries; a first bridge crossing parade by various groups and modes; live music and family entertainment; food booths and informational booths focusing on Sauvie Island.
It’s a lovely way to spend a Sunday afternoon. I hope to see you there.

Announcing Public Forums for Animal Services in Portland and Multnomah County
Multnomah County, which currently provides animal services county-wide, including for the City of Portland, can no longer fund the level of animal services that will keep pace with the growing expectations and demands for those services in Portland.
The Animal Services Taskforce is chartered by the Portland City Council and the Multnomah County Board of Commissioners to study and evaluate options; make recommendations for appropriate and viable service levels and service priorities; and identify sustainable funding methods to insure continued services into the future.

Public Meeting Regarding Cascadia and Multnomah County Mental Health System
From Human Services:
This week, Cascadia has offered the state and Multnomah County options for downsizing their organization. We are looking at a variety of alternatives. Cuts may occur in program areas or geographic areas. Services will continue, but service providers and locations may change.
All parties are committed to ensuring continuity of care, with minimal disruption for consumers.
Community feedback on the draft plan is valued. Consumers and members of the public are invited to weigh in at a meeting scheduled for Thursday, May 29, 6:00 pm to 8:00 pm at Benson High School Cafeteria (546 NE 12th Ave.)

Who loves Scrabble?
Who loves Scrabble? I do, I admit it. I want to play all the time and whenever I see a board at the bar I make a grab for it. There is a weekly Scrabble game at Gotham Tavern - in District 2 - every Tuesday starting at 6pm. It's Scrabble for a good cause; it benefits the Oregon Literacy Foundation and the Tavern owners are very generous with OLF.
This Sunday though, is going to be fun. There is Scrabble tournament for OLF:

The new library siting - Jeff asks the community one more time
Jeff, the libraries and facilities have narrowed the search for a library site in North Portland from three locations to two - the Tri-Met site and the N. Denver site. Both choices are equally wonderful and have positives that would make each a great library. Because these sites are so great, we'd like the community to weigh in one more time to help Jeff make that final choice.
We'll have a public meeting Thursday, May 29th, 7 to 9pm at the Masonic Lodge, 8130 N Denver Ave. Please join us!
If you can't make it, we'll post a video on this site on May 29th that talks about the two choices. You can make your voice heard in the "comments" section.

Just a reminder of the St. Johns Farmers Market meeting this week...It will be on Wednesday, April 30 at 6:30pm, at Our Daily Bread. At this meeting, we will look to discuss the following (among other items):
Survey & the St. Johns Parade - We'll take a look/listen at/to the hard work our Marketing Committee has put into the Survey and
finalize for print. Also, we'll need all of our volunteer power to get out the word about the survey, gather input, and get more folks involved!

Youth grants available to those 21 and under
From the commission on children, families and community:
A pool of $10,000 is available for community-based projects initiated, designed, and run by youth 21 and under. The Youth Action Grants Program will provide grants of up to $1,000 to youth or youth groups who want to take action that makes Our Bill of Rights: Children + Youth and Portland's community vision a reality.
The City/County Youth Programs are also pleased to offer three free grant workshops designed FOR YOUTH to answer their grant-related questions.

Bridges to Unity Summit aims to decrease violence and racism in schools - April 10th
From Public Affairs:
Two hundred fifty middle school students will tackle the issues of racism and violence in schools at the third annual Bridges to Unity Summit. The summit will be held April 10, 2008 at George Middle School. The conference is titled “Building Bridges Across Cultures” and aims to help students learn how to successfully interact with other cultures, decrease conflict and gain leadership skills.
Joanne Fuller, Director of Multnomah County Department of Human Services stated, "I am pleased to support the third annual Bridges to Unity Summit. As we have seen in past youth summits, this event helps build stronger cross-cultural communication and leadership skills that help kids achieve success in their school and communities.”

Multnomah County Health Department announces 2008 Public Health Heroes

Multnomah County Health Department’s eighth annual Public Health Heroes award celebration recognizes the contributions of community members, through their work or volunteerism, to protect and promote the health of all of us in Multnomah County.
Public Health Hero awards are given in six categories, (listed with winners on page 2) three of which have been named for individuals who have made outstanding contributions to public health. Multnomah County established the Josiah Hill Community Leadership Award to honor his legacy as a powerful and dedicated champion in the fight for social, racial, health, and environmental justice. The Governor John Kitzhaber Public Health Leadership Award honors those in our community who have worked unceasingly to create policy solutions that assure, promote, and protect health for every member of the community. The Katie Jeans-Gail Award for Youth Heroes memorializes a young woman who was a champion for public health. She worked both locally and internationally to assure that the most vulnerable in our world could be healthy.

Bill Bradbury presents "An Inconvenient Truth" on April 10th
Next Thursday, April 10th, Secretary of State Bill Bradbury will visit the Multnomah County Commission to do his presentation of "An Inconvenient Truth." Bradbury has been doing these presentations around the state, focused on the impact on the Pacific Northwest. Hood Community College to present free classes for those new to Medicare. “Welcome to Medicare” is designed for people nearing age 65 or those who become eligible due to receiving Social Security Disability benefits.

Roots and Wings
The Roots and Wings event is the kick-off to Blue Ribbon (Child Abuse Prevention) Month, April 2008. Roots and Wings gives families, neighbors and friends access to resources and fun activities. Suburban Walgreens in St Johns?
From St. Johns neighborhood association:
A Suburban Walgreens in St. Johns? Our Neighborhood Deserves Better!
Come to the final public meeting with the developer on March 10 at 7pm at the St. Johns Community Center. (Come at 6:45pm, we're going to pack the place!)
Summit Development Corporation wants to build a low-end suburban Walgreens surrounded by a parking lot at the former Rose City Chevrolet site - the gateway to Downtown St. Johns. It's a bad idea.
This is a square peg in a round hole. The developer wants exceptions to Portland's development rules so he can build a suburban-style store in our historic neighborhood business district. Traffic's bad enough already. The main entrances would be on residential streets and the store is designed mainly for cars - it would be dangerous for pedestrians, bus riders, and bicyclists.
St. Johns planned for better. When our community wrote the St. Johns/Lombard Plan, we said we want good development that would
strengthen our neighborhood. Not this!

A potential Walgreens in St Johns - meeting on March 10th
There is still some serious talk about a new Walgreens drug store coming to the heart of downtown St. Johns. You can hear the developer's site plans and voice your opinion at the upcoming St. Johns neighborhood meeting on March 10th. Meeting begins at 7pm at the Community Center on 8427 N. Central. As you can imagine, many residents are resistant to the idea. However, there are some voices as well that welcome a new development.
Some issues of concern: There are already two drug stores (Fred Meyer and Safeway), traffic jams at the intersection and late night lighting.
There are also positives: Accessibility for older residents, increased business and attention for St. Johns and a drug store that doesn't sell alcohol.

Oregon Health Forum Event on Veterans
This morning I attended a breakfast forum called, "Health on the Home Front: Focusing on Veterans' Needs," sponosored by the Oregon Health Forum. Commissioner Cogen was recognized at the start of the event for his leadership on taking care of our returning Iraq and Afghanistan veterans, and for his help in promoting this event as a follow-up to the "Our Veterans, Our Neighbors" event he helped organize last fall.

PSU Brown Bag Speaker Series, Bringing Cultural Diversity to Environmentalism - 2/27/08
I attended a brown-bag lunch event today titled "Diversifying Environmentalism: The Environmental Movement's Greatest Challenge?" sponsored by the PSU Urban Studies program. Marcelo Bonta, founder of the Young Environmental Professionals of Color and Director for the Center for Diversity & the Environment
www.environmentaldiversity.org, was the keynote speaker. He made a very compelling case for the idea that the Environmental Movement's greatest challenge really is bringing in more diverse voices, stakeholders, participants, and leaders. I think it's true that we will only truly achieve our environmental sustainability goals when we have also achieved the civil rights goals of equality and justice for all.

Newbery Award winning author Lois Lowry in Portland March 11th

Though her writing has encompassed topics as diverse as the Holocaust and the Triangle Fire, dystopian societies, Maine in the 1970s and second grade classrooms, author Lois Lowry’s books have consistently dealt with a central theme: the importance of human connections.
The community will have an opportunity to hear from the Newbery Award-winning author when she presents Multnomah County Library’s 2008 Children’s Author Lecture on Tuesday, March 11, at 7 p.m. at the First Congregational Church, 1126 S.W. Park Ave. in Portland. A book sale and author signing will follow the talk. This is the eleventh year of the Children’s Author Lecture and Lowry was the inaugural speaker in 1998.

Multnomah County School Exclusion date for immunizations is Feb 20
From Public Affairs Office:
This week, approximately 4,200 Multnomah County parents will receive letters stating that their children must be immunized or will not be admitted to school on the school exclusion date of February 20, 2008. This year’s letters are less than one-half the quantity sent in 2005, when 10,452 letters were mailed. In 2006 the number of notices was 7,320. The number of letters sent is the lowest amount in several years as children and students are getting caught up on requirements that were introduced in the year 2000.

January 31 is Earned Income Tax Credit Awareness Day

Chair Wheeler, Mayor Potter, the Internal Revenue Service and community partners will kick off tax filing season and promote the Earned Income Tax Credit (EITC) for low-wage workers. This media event is part of a national effort to bring attention to the EITC and other tax credits available to Oregonians. Free tax preparation is available at 50 sites in Portland for taxpayers to learn if they are eligible.

No scientific background is required - just curiosity, a sense of humor, and an appetite for food, drinks, and knowledge. We meet once a month. Community meeting Jan. 23rd for 223rd Avenue improvements
From Public Affairs: Two transportation projects planned to begin in 2008 that will improve NE 223rd Avenue in Fairview will be the topic of a public meeting scheduled on Wednesday, January 23 from 7:00 pm to 9:00 pm at Fairview Community Center, 300 Harrison Street. The first proposed project will replace a railroad bridge that runs above 223rd near Interstate 84, which will allow 223rd to be widened between NE Bridge St. and NE Sandy Blvd. The second project will improve the nearby intersection of 223rd Avenue and NE Sandy Blvd.

North Portland Scrabble


Last night was Scrabble night at Gotham Tavern in North Portland. I met two cool St. Johns neighbors and about 15 other smart Portlanders who like to play this great board game. This weekly tournament benefits Oregon Literacy - 10% of the night's profits at the Tavern goes to the organization. I finally cracked a 300 game with these folks and I felt a smug satisfaction. Believe me, if you can beat your mom, it doesn't mean you are good. These people are serious; but great fun. Lee, the reigning champion, is a St. Johns neighbor and always generous with his winnings (a $20 gift certificate from the Tavern). Come out and support Oregon Literacy and flex those brain muscles!

Special screening of "Ballot Measure 9"
The Q Center offers a free documentary series for the community. On Friday, January 11th, the center presents a special screening of the Sundance-winning feature, "BALLOT MEASURE 9." This screening and reception is to celebrate the re-release of BALLOT MEASURE 9 on DVD. The reception starts at 6:30pm, film at 7. Information on the film:
BALLOT MEASURE NINE is the chilling chronicle of the historic 1992 gay rights battle fought here in Oregon, and the unprecedented level of anti-gay violence the campaign rhetoric provoked across the state. Winner of jury and audience awards internationally, Ballot Measure 9 shocked movie-goers nationwide when it was released in 1995, and it continues to resonate for a new audience as “defense of marriage” reinvigorates the right-wing.

La Posada event with Educate Ya
Visit the Posada Fundraiser on Saturday, December 15th at 7pm and help them celebrate the holiday festivities at our traditional Mexican Posada. Meet at 200 NE 20th Ave, Suite 10 in Portland.

There is no charge, but donations are welcome.
About the tradition:
Every year starting December 16th, and following for nine consecutive nights, children parade from one designated house to another reenacting the story of Mary and Joseph and asking for shelter for the night through traditional songs. They are finally let into one house where a party awaits them! Watch as we act out this tradition and join the party afterwards!

Local author of “The Shelter Dog” to host book-signing event at animal shelter
Local author/illustrator Chris Davis will host a book-signing event Dec. 15 for her book, “The Shelter Dog,” published by Lighthearted Press. Davis’ books will be available for $10 and all proceeds from book sales during the event will benefit Multnomah County Animal Services’ Adoption Outreach Trust Fund. The book is an illustrated account of Hero, a dog angel seeking the perfect human companion. A review of the book was featured in the December 11 edition of The Oregonian.

AIDS Memorial Quilt to be unveiled in Portland

As part of the commemoration of World AIDS Day, December 1, 2007, sections of the internationally celebrated AIDS Memorial Quilt – the 54-ton, handmade tapestry that stands as a memorial to more than 90,000 individuals lost to AIDS – will be on view from 11/30/07 TO 12/7/07 at the Portland Community College (PCC) Cascade Campus in Portland. The celebration also marks the 20-year anniversary of the AIDS Memorial Quilt. Visitors may attend Friday 11/30 through Friday 12/7 from 9:00 am to 5:00 pm. The event is free.

Medicare plans need yearly review

Staff and volunteers from the Multnomah County Senior Health Insurance Benefits Assistance (SHIBA) program will conduct neighborhood enrollment events to help individuals compare Medicare Part D plans. Enrollment will take place from November 15, 2007 through December 31, 2007.

Documentary Screening: "A Passion for Sustainability" in Portland - November 14th
According to SustainLane.US City Rankings, Portland, Oregon is The Most Sustainable City in the United States. But what makes Portland more sustainable than other US cities? Library siting meeting coming up!
November 13th is the date for the next meeting to discuss the siting for a new North Portland library. The mailing that will go out has a typo on the part in Spanish. Que Lastima! The printing says, "Martes, 18 de noviembre." It should read, "Martes, 13 de noviembre."

Event will honor Community Champions
From Aging and Disability Services:
Gatekeeper Program celebrates 20 years protecting vulnerable seniors and disabled from abuse and neglect
Multnomah County Department of Human Services’ Aging and Disability Services Division will recognize “Community Champions,” the individuals and organizations who work to protect vulnerable seniors and people with disabilities from abuse and neglect.
Multnomah County’s nationally recognized Gatekeeper Program has successfully operated for the past twenty years, training more than 25,000 individuals and businesses to spot warning signs concerning at-risk seniors and adults with disabilities. Gatekeepers represent numerous occupations and industries including bank tellers, meter readers, letter carriers, and firefighters.
“Their participation has not only enhanced quality of life for many vulnerable adults, but has directly saved lives,” states Multnomah County Commissioner Maria Rojo de Steffey.
In 2006, Multnomah County Adult Protective Services conducted 3,267 investigations involving seniors and adults with disabilities. Abuse takes many different forms and can include physical harm, failure to provide basic care, unwanted sexual contact, financial exploitation, verbal or mental abuse, involuntary seclusion, abandonment by caregiver, or self-neglect that leads to harm.

TOP-OFF 4: The sixth floor view

Well folks, the (simulated) dirty bomb has gone off and Multnomah County's Emergency Operations Center is in full swing. In the run-up to T4 (what the cool kids are calling Top Officials 4), our office really didn't know what to expect or what was expected of us. So today, Jeff and I took a little lunch time trip to the Multnomah building's basement to watch our Emergency Team work their magic. I must say that to this political staffer they all seemed to know what they were doing and preliminary reports from those in the know describe a scenario that is going fairly smoothly - for now.

Scrabble Tourney for Oregon Literacy
I love Scrabble! To me, I just don't want to win, but more to crush the competition with the power of my extensive (so I think) vocabulary. There is nothing more satisfying than laying down those smooth wood tiles, forming a word your sparring partner has never heard, and being right. Man, I love that. I realize that the key is the quirky two and three letter words, but those just close down the board! But, I digress. Library meeting coming this Thursday in North Portland
This Thursday, October 11th will be another meeting to discuss possible sites for a new library for North Portland. The meeting is at 512 N Killingsworth at the Killingsworth library branch, upstairs. There will be four locations under discussion; three in Kenton and one in Portsmouth.
We want to be clear: we are not closing any of the other two branches currently in North Portland. We will keep the official North Portland library on Killingsworth and the St. Johns library. If you cannot make the meeting, please feel free to comment on our blog. Comments that have been emailed to Jeff or me have been kept and will be considered, thank you for those.
There will be a THIRD meeting on November 13th at the Historic Kenton Firehouse.

A New Walgreens in St Johns?
We've gotten a few comments questioning the placement of a Walgreens in St. Johns. Some people think it's fine, others don't want it at all. St. Johns Neighborhood Association is having a meeting focused only on upcoming neighborhood development projects Monday, October 8th at the St. Johns Community Center. The meeting starts at 7pm.

North Portland Business Association breakfast

Jeff and I attended the North Portland Business Association Breakfast this morning at Dad's Restaurant in St. Johns. Some of the regulars were there like Nancy the St. Johns library director, Mike Verbout, and Rick Merck of Merck Realty. There were some new faces of an ever-changing North Portland like Tracy Menasco Nelson, owner of Trixie's Beauty Bar and Jaime Potts, pictured above. Jeff shared with the group his beginnings as the owner of Portland Pretzel Company and reaffirmed his commitment to keeping small business in mind while developing effective government. The group also heard about our ongoing solar project and more about the new library coming to North Portland. Some of the things announced at the breakfast after the jump.

Library meeting update, more dates
There were about 30 people at the meeting about siting a new library for North Portland last Thursday night. It was a lively presentation, emceed by Mike Verbout. I'll provide the notes we took after the jump. We were lucky to have the property developers attend the meeting. Each developer gave enthusiastic support for their sites and talked about the positive aspects.
There will be two more meetings coming up around this siting. The next one will be Thursday, October 11th at the North Portland Library at 6pm. The final meeting will be Tuesday, November 13th at the Historic Kenton Firehouse at 6pm as well. Please join us for these meetings!

Possible sites for a new library in North Portland
As you've no doubt heard, a new library is coming to North Portland. To clarify, there are no plans at all to close the "Killingsworth" library - formally known as the North Portland library - or the St. Johns library. Our goal is to place a new library in the center of both existing libraries to provide more access to everyone.
If you clink on the "download file" link below, you will see what will be presented at the public library meetings. There are options for new library sites as well as explanations. TONIGHT, 9/20/07, there will be a public meeting at the University Park Community Center starting at 6pm. Jeff will be there, along with our library executive director, Molly Raphael. North Portland Gathering of Neighbors Recap

Last night, Jeff and I went to the NOPO Gathering of Neighbors out in St. Johns, at Patties Homeplate Cafe. It was a great atmosphere and Pattie served us all half sandwiches and salad on the house. There were about 60 people there, most all with something to share with the group. There was even a little eyebrow raising with folks talking about whether to rename Interstate Ave. to Cesar Chavez Blvd. and issues around low-income housing. Most neighbors talked about their upcoming activities and invited folks to come along.

5:15 – 5:30pm Our Hosts have time to tell us what they would like to share with us about their organization
5:30 – 6pm Supper together
6-7pm each individual present gets 1 minute (2 minutes Max) to share with the GATHERING whatever they want for the GATHERING to know.
