A Big Thank You From County CROPS
One thing we've learned from County CROPS is that Multnomah County (and Clackamas and Washington County) are filled with incredible people and organizations that are willing to come together in a time of need. Our "little" project has a thousand moving parts, and people from all over our community have stepped up to provide donations, advice and moral support.

Micro Mercantes' new kitchen opens; tamales coming your way!
The new kitchen for the Micro Mercantes Program at Hacienda that Jeff advocated for last year had it's grand opening yesterday. We'll all get those famous tamales, but now more of them in an efficient workspace all their own.

PAL Camp, Apply Today!
PAL Camp is run by the Police Activities League. Boys and girls, ages 8-14, who live in Multnomah, Washington, Clackamas and Clark County who believe in good sportsmanship and want to improve their sports skills are invited to apply for a spot. A minimum of 51% of youth must qualify for a free or reduced lunch program, however, all youth will receive lunch at the camp. This is a great way to make sure lots of kids in our community get to attend summer camp. But apply fast, because they can only take 500 kids.

Climate Action Plan Town Halls
The City of Portland and Multnomah County have drafted a new action plan to lead our community forward in the charge against global warming. The draft 2009 Climate Action Plan is a strategy to decrease local carbon emissions 80 percent by 2050.
The plan identifies high-level goals and specific actions to be accomplished in the next three years to accelerate local efforts to address this issue.
Everything from high-level policy changes and expanded bicycle master plans to on-the-ground, every day practices like insulating our homes, walking to the grocery store and eating less red meat can mean a healthier planet, and healthier families, if we all pitch in.
Join your friends and neighbors to discuss the Climate Action Plan at one of the neighborhood Town Halls listed below. We need your help to shape this strategy.

Low-cost rabies shots and microchips offered at Animal Services this Saturday, June 13th
On Saturday, June 13 from 11:00 a.m. to 3:00 p.m., Multnomah County Animal Services (MCAS) will provide low-cost rabies shots and microchips at their shelter located at 1700 W. Historic Columbia River Highway in Troutdale. Rabies shots are $10 and microchips are $20 and will be administered by the shelter’s veterinarian on a first-come, first-served basis. Please bring dogs on leashes and cats in carriers.
All dogs and cats in Multnomah County are required by law to be licensed. Licenses will be available for purchase or renewal and there are no penalties or late fees for renewing expired licenses. Pets must be licensed to receive a microchip, so please bring proof of license if not from Multnomah County. License prices vary with type of animal and spay/neuter status.

Public workshops seek input for Bonny Slope West plan
The public is invited to a series of evening workshops to share ideas on land use concepts for an unincorporated area of Multnomah County that is within the region’s Urban Growth Boundary. The workshops will be held Tuesday, Wednesday and Thursday, June 2 – 4, from 7 pm to 8:30 pm each night at the Leedy Grange, 835 NW Saltzman Road.
The area, known as Bonny Slope West, includes roughly 160 acres and is less than a mile west of the City of Portland boundary. The area is semi-rural but has been designated by the Metro regional government as an urban expansion area. Such areas are required to have a concept plan to guide future urban development. In addition to identifying land uses, the concept plan will help determine the locations of future roads and utilities and which agencies will build and maintain them. The plan will set the stage for how the area will urbanize and will identify urban service costs and options for getting it development ready.

Creating a "County CROPS" program to feed hungry people
On Thursday, May 28, the Multnomah County Board of County Commissioners will consider a resolution that Jeff is introducing that creates “County CROPS – Community Reaps Our Produce and Shares,” an agricultural project intended to help hungry families.
This resolution will allow for creation of an emergency farm on up to two acres of surplus county property in Troutdale. If the resolution passes, the garden will provide fresh produce to hundreds families through the Oregon Food Bank network. Currently, 36,000 people access emergency food boxes per month in Multnomah County.
Hands on Greater Portland, a volunteer-matching organization, will partner with Multnomah County to provide volunteers for special planting, gardening and harvest days for this potential project. Constant maintenance will be provided by the county’s Community Service Program, a program that offers opportunities to citizens who’ve committed non-violent, low-level crimes to pay their debt to society through community service hours.

Interstate farmers market - 2009 season starts May 20th
The Interstate Farmers Market begins its 5th season on May 20, 2009. The market will have many longtime returning farmers including Baird Family Orchards,Deep Roots Farm, Happy Harvest, Herr Family Farm, Liepold Farms, Packer Orchards, Philleo Farms, Sweetleaf Farm and Unger Farms. Columbia River Fish, Pine Mountain Ranch along with Micro Mercantes, Hot Mama Salsa and other prepared food favorites return to the market as well. New vendors include Island Wild Seafood, Grand Central Bakery, Rogue Creamery, River Wave Foods, J & K Growers and Lilikoi (Thai food).

Multnomah County and City of Portland Kick Off Oregonians Against Trafficking Humans Campaign
Multnomah County Commissioner Diane McKeel and Portland City Commissioner Dan Saltzman will be kicking off the Oregonians Against Trafficking Humans campaign and will discuss the resolutions they are bringing before their respective councils. Speakers will talk about what is currently being done to combat human trafficking and what work is still needed. There will also be information about the upcoming Sexually Exploited Youth Conference being held at Reynolds High School, 1698 SW Cherry Park RD Troutdale, OR 97060 on May 21st, 2009.

Friends of Pier Park cleanup complete with Tulip Bakery pastries
The annual SOLV-IT Pier Park Pick-Up is scheduled for this Saturday, April 18th from 9:00 a.m. to 1:00 p.m. We will have assorted donuts and apple fritters from Tulip Bakery as well as hot coffee donated by Starbucks! This year we will meet at the turn-around entrance to Pier Park near the first hole of the disc golf course.
Among other things we will be removing invasive ivy and planting natives, removing graffiti from the skate park and picking up litter. Your help is surely appreciated.

Latino Summit to engage families in teen pregnancy prevention
From the Health Dept.:
Local public health officials are concerned and taking action to address a significant disparity in Latino teen birth rates. While both white non-Hispanics and Hispanic teen birth rates have declined in Multnomah County between 1991 and 2005, the rate of decline is greater for white non-Hispanic teens (down 66%) compared to Hispanic teens (down 29%). This disparity in declining Hispanic teen birth rates reflects national trends.

Joint Budget Update from the City of Portland and Multnomah County
The City of Portland and Multnomah County continue their outreach on the FY 2009-10 budget using new and collaborative methods of engagement. New this year is a joint City of Portland/Multnomah County scientific telephone and online survey process. These are accompanied by a community survey available to all and posted online on both the City and County web sites. The City-County partnership on surveys conducted by Davis, Hibbitts & Midghall will help both jurisdictions assess service priorities of the public. The City and County are sharing the costs, resulting in savings for both jurisdictions.

Hearing tonight about Cesar Chavez street renaming 3/23
Supporters in Portland are advocating that a street be named after the late farm worker advocate, Cesar Chavez. The street options are: NE Broadway, NE Grand or the whole of 39th ave. The first public hearing is tonight from 6 to 9pm at the Metro Regional Center, 600 NE Grand Ave. If you are interested in either side of the issue, attend this meeting.

Trimet hearing on bus line closures: April 7
Many District 2 residents will be directly affected by the potential bus line closures; specifically the #33. Jeff wrote directly to Fred Hansen to ask him to reconsider keeping the #33 running.
Public hearings will be held at the Portland Building (1120 SW 5th) on April 7th from 4 to 7pm. Trimet will be listening to residents opinions on the bus closures, schedule and route changes. Trimet will also accept public comments through April 10th. Visit their website here.

Town hall with your representatives this weekend, March 14th
Representative Chip Shields, Representative Tina Kotek and Senator Carter will host a town hall meeting to discuss legislative issues with constituents this weekend.
The Oregon Legislature has been in session for 50 days. So far Legislators have managed to close the gap in the 2007-2009 budget and save school days and vital human services. The House of Representatives has also passed the first installment of our stimulus package to help jump start shovel-ready construction jobs and the Housing Opportunity Bill, which provides funds for more affordable housing.

Fighting for the #33 bus line
We've heard concerns from several of our neighbors about the termination of the #33 bus line and I've sent a letter to Fred Hansen and the TriMet Board of Directors urging them to reexamine the proposed closure of the line. We disagree with the notion that other Northeast Portland TriMet routes adequately serve public needs in these neighborhoods.
Thousands of riders use the #33 bus line for trips that don’t begin, end or pass through downtown Portland. Many of these trips are on the east-west portion of the route on NE Freemont St. NE Broadway and NE Killingsworth are the next nearest east-west routes, both of which are about a one mile walk from NE Freemont. Of further concern to me are the hundreds of students attending one of the eight schools on or near the #33 route.

St. Johns Farmers Market meeting March 5th
If you have been following our blog, you know that the St. Johns neighborhood has been working for more than a year to bring a farmers market to the neighborhood. These folks have worked diligently and a market will open on the Plaza on July 11th. YAY!

Closing the Achievement Gap
Yesterday in the Faubion K-8 School Library, 40 prominent community leaders gathered to hear about the Black Parent Initiative's newly released report on the Black/White Achievement Gap in Multnomah County Schools. Media stories are here and here, and the report itself is available here.
For me it was great to be part of this event happening in the very same school room where I volunteer with the Chess for Success program. The tables normally occupied by little kids playing chess were instead full of prominent education and community leaders contemplating a problem much more complex and meaningful than the hardest chess problem.

Policy leaders recommend Sellwood Bridge plan
After two and a half years of study, a committee of elected and agency leaders has recommended a locally preferred alternative for the Sellwood Bridge Project. The alternative, which was unanimously approved on February 6, includes these elements:
· A new bridge built on the existing alignment and widening to the south
· A grade-separated and signalized interchange at the intersection with Highway 43 on the west side
· A pedestrian activated signal at the intersection of SE Tacoma and SE 6th Ave. at the east end of the bridge
· A cross section of 64 feet or less at its narrowest point, with two traffic lanes, two bike lanes/shoulders, and two sidewalks
The Policy Advisory Group includes representatives of jurisdictions and agencies with an interest in the Sellwood Bridge. The group is chaired by Multnomah County Chair Ted Wheeler and includes Portland Mayor Sam Adams, Milwaukie City Councilor Greg Chaimov, Federal Highway Administration Manager Philip Ditzler, TriMet General Manager Fred Hansen, Multnomah County Commissioner Deborah Kafoury, Metro Councilor Robert Liberty, Clackamas County Chair Lynn Peterson, State Sen. Diane Rosenbaum, ODOT Region 1 Manager Jason Tell, and State Rep. Carolyn Tomei.

Town hall on economic crisis
There is a town hall on the economic crisis tomorrow, January 31st at 1:00pm until 5:00pm. ti will be at the First Unitarian Church located at 1011 SW 12th ave in Portland. There will workshops on: Housing, the labor movement, alternative economics, trade and immigration, green economy, democracy, the peace economy and rebuilding the safety net.

Alternative Fuel Vehicles
I've seen a lot more Zap Car electric vehicles on the roads of Portland lately. I've also noticed more BioDiesel stickers on diesel cars and delivery trucks. And it turns out that two biodiesel and ethanol filling stations are within blocks of the Multnomah Building (Jays Garage and Mr. Carwash).
Do you use BIODIESEL or drive a plug-in ELECTRIC car? How is it working? Do you have ideas for how we can improve our infrastructure for alternative fuel vehicles--things like quick-charge stations, purchase incentives, or road user rules? If you do, please reach out for us. Commissioner Cogen has been appointed by Governor Kulongoski to Chair the Alternative Fuel Vehicle Infrastructure Working Group. In this exciting role Jeff will have a chance to bring forward our community's priorities in this area, so please share your opinions.

Donate food, clothes for those in need
Multnomah County Chair Ted Wheeler recently joined with leaders the Oregon Food Bank, Human Solutions and Northwest Pilot Project to challenge the community to donate food, winter clothing and other essentials to support people in need.
Oregon Food Bank’s “Most wanted foods” are:
•canned meats, such as tuna, chicken and salmon
•canned or boxed meals, such as soup, chili, stew, macaroni and cheese
•peanut butter
•canned or dried beans or peas
•pasta or rice
•cereal
•canned fruits
•fruit juice in cans, plastic bottles or boxes

Cell phone recycling in The Oregonian
This holiday season as you tear the wrapping from the hottest new cell phones and MP3 players, don't just toss the played-out gadgets in the junk drawer.Multnomah County has an option that can help keep the electronics' toxic elements out of the landfill, clear some clutter from your home and earn the cash-strapped county a little change.
You can dump your old cell phones, PDAs, MP3 players, chargers and Bluetooth headsets into one of the free recycling bins at 11 locations across the county. Drop boxes are at libraries and other county buildings.
Commissioner Jeff Cogen launched the program in October, but is pushing hard to get the word out to county residents as the gift-giving season approaches.

Latino Summit to engage families in teen pregnancy prevention
Local public health officials are concerned and taking action to address a significant disparity in Latino teen birth rates. While both white non-Hispanics and Hispanic teen birth rates have declined in Multnomah County between 1991 and 2005, the rate of decline is greater for white non-Hispanic teens (down 66%) compared to Hispanic teens (down 29%). This disparity in declining Hispanic teen birth rates reflects national trends.

Weekend volunteering at Jason Lee Elementary

Jeff spend his Saturday painting Jason Lee Elementary with 40 other volunteers from Hands on Greater Portland. In three short hours, all these folks got two hallways and an office painted. It was a wonderful team effort that included City Commissioner Nick Fish and his staff, the Lincoln HS Service Team, and the volunteer group from PERS. It was a great time had by all and we can't wait until the next project. Check out the pictures on Flickr and Facebook.

Temporary restaurant licenses required for holiday events
Churches and organizations sponsoring holiday events that serve food to the public must obtain a “benevolent” temporary restaurant license from Multnomah County Health Department. Each year, county health inspectors advise and consult with hundreds of churches, schools, and other nonprofit organizations, known as benevolent organizations. Oregon state law requires temporary restaurant licenses for holiday events which help to ensure safe food practices and reduce the likelihood of food-borne illness.
To obtain a “Benevolent Temporary License” an application must be completed and submitted to Multnomah County Health Department 15 days prior to the event. Application questions include:
· what foods are to be served
· what type of kitchen equipment will be used
· date and location of the event.

Comment period begins for Sellwood Bridge study
Multnomah County is accepting public comments on a study of five build alternatives and a no build option for the Sellwood Bridge. The Draft Environmental Impact Statement (EIS) compares impacts of the alternatives in areas such as cost, residential and business relocations, bridge closure periods, traffic flow, and flexibility for future travel needs. The public can comment on the study and share their preferred alternative via an online survey from November 7 through December 22. Public input will factor into the selection of a locally preferred alternative in early 2009. Citizens have a number of ways to learn about and comment on the alternatives study:
· Where to find the Draft EIS: The 450-page document and a 38-page executive summary are available: Online at www.sellwoodbridge.org
o At Multnomah County and Clackamas County branch libraries (reference desk)
· How to provide comments: Comments received during the official comment period (November 7 to December 22) will be responded to in the Final EIS.
o Online: At www.sellwoodbridge.org
o In Writing: Written comments should be mailed to Sellwood Bridge Project, 2020 SE 4th Ave., Portland, OR 97201. Comment forms are also available at community briefings and the public hearing (described below).
o Open house/public hearing: An open house will be held on Wednesday, December 10 from 6 pm to 8:30 pm at OMSI, 1945 SE Water Ave., with a formal public hearing from 7 pm to 8:30 pm. Written and oral comments will be taken at the open house and hearing.
· Take the online survey: An online survey is available at www.sellwoodbridge.org through December 22. The short survey is an informal poll to gauge community preferences on the alternatives. Survey comments are not included in the Final EIS.
· Attend a community briefing: Four identical one-hour briefings will share highlights of the draft EIS findings. If you cannot attend a briefing, watch a video of the presentation at www.sellwoodbridge.org.
Briefings are:
o November 10 at 6 pm and 7:15 pm at the Multnomah Building Boardroom, 501 SE Hawthorne Blvd.
o November 13 at 6 pm and 7:15 pm at Oaks Park Dance Pavilion, 7100 SE Oaks Park Way
The purpose of the current project is to identify a long-term solution to repair or replace the 82-year-old Sellwood Bridge.

St Johns Farmers Market meeting Nov. 6th

County seeks comment on menu labeling rules
Multnomah County Health Department is coordinating a rule-making process on the implementation and enforcement of the Chain Restaurant Nutrition Labeling Policy Order, passed in July 2008. The policy requires chain restaurants located in Multnomah County with at least 15 outlets nationwide to post nutrition information for customers.
According to health officials, approximately 500 restaurants in Multnomah County will be affected by the rule, and initial estimates indicate that there are less than a dozen chains in the county not already impacted by menu labeling requirements adopted in other jurisdictions. Technical assistance is available from the health department to help restaurants comply with the nutrition labeling requirements.
The county is seeking comment on draft rules to determine how the menu labeling policy will be executed and enforced. The draft rules are available on the Health Department website at www.mchealth.org or by calling 503-988-3674, ext. 26401.

Multnomah County Elections offers voters assistance
Multnomah County Elections today reminded registered voters to who have not yet received their ballots to contact elections officials before the November 4 General Election. Voters who have other questions can also seek assistance by calling or visiting the Elections office.
Multnomah County voters who are currently registered should have received their ballot. Voters who have not received their ballot should call Multnomah County Elections at 503-988-3720. Voters registered in other Oregon counties should call their county elections office.
The Multnomah County Elections Office will be open to the public and available to answer calls with extended election hours:
· Monday to Friday, October 27 to 31, 8:00 a.m. to 6:00 p.m.
· Saturday, November 1, 8:00 a.m. to 5:00 p.m.
· Monday, November 3, 8:00 a.m. to 6:00 p.m.
· Election Day, November 4, 7:00 a.m. to 8:00 p.m.

Voted ballots must be received at any Elections Office in the state of Oregon or Official Drop Site location by 8:00 p.m., November 4. Oct. 29 open house for Bonny Slope West plan
An open house has been scheduled for a project that will develop a land use plan for how an unincorporated area of Multnomah County that is within the region’s Urban Growth Boundary (UGB) will develop in the future. The area, known as Bonny Slope West, includes roughly 160 acres and is less than a mile west of the City of Portland boundary. The area is currently semi-rural and is between NW Thompson and NW Laidlaw Roads adjacent to the Multnomah/ Washington county boundary.
The open house will be on Wednesday, October 29 at Terra Nova High School at 10351 NW Thompson Road. The drop-in event will run from 6:30 pm to 8 pm, with a presentation at 7 pm.

The Board had a lively day today. First, because of Jeff's County Digs program, OSALT , Oregon's sustainable agricultural land trust received a transfer of county land to start growing food.
Second, the county granted some funds to help Hacienda build a kitchen to help their micro merchants program.

October is LGBT History Month
We honor the rights and lives of our LGBT community not just this month, but every month and celebrate with our friends. October 11th is National Coming Out Day and our team will be at the Basic Rights Oregon dinner. National Coming Out Day was founded by Robert Eichberg and Jean O'Leary on October 11, 1988 in celebration of the first gay march on Washington D.C. a year earlier. The purpose of the march and of National Coming Out Day is to promote government and public awareness of gay, bisexual, lesbian and transgender rights. National Coming Out Day is a time to publicly display gay pride. Many choose this day to come out to their parents, friends, co-workers and themselves.

Multnomah County Elections announces extended office hours prior to voter registration deadline
The Multnomah County Elections Office will be open to the public on:
· Saturday, October 11: 8:00 a.m. to 5:00 p.m.
· Tuesday, October 14: 8:00 a.m. to 6:00 p.m.
· Regular office hours: 8:00 a.m. to 5:00 p.m., Monday – Friday.
Multnomah County will be open to the public on Saturday, October 11 from 8:00 a.m. to 5:00 p.m. and Tuesday, October 14 from 8:00 a.m. to 6:00 p.m. for Oregon residents needing to register for the November 4 Election. The Voter Registration deadline is Tuesday, October 14.
The Multnomah County Elections office is located at 1040 SE Morrison Street, Portland. Voter registration cards are available at any Oregon elections office, most banks, post offices, DMV offices, the government section of the phone book and online here.
Voter registration cards can be delivered to the Multnomah County Elections office until 6:00 p.m. on Tuesday, October 14. Registration cards sent by mail must be postmarked by October 14.
Ballots will be mailed Oct. 17. Election Day is Tuesday, November 4.

Cell Phone Recycling starts at Multnomah County!
Today, Multnomah County will begin recycling cell phones in the Multnomah Building and 10 other collection centers throughout the county. This follows a resolution introduced by Commissioner Jeff Cogen and passed unanimously by the Board of County Commissioners earlier this year. The county is partnering with Wireless Alliance – an electronics recycler – to collect and recycle community phones and MP3 players. There is no cost to the county or to residents who bring in their equipment.
The cell phone recycling boxes will be in the following county locations: McCoy Building, North Portland Health Clinic, Elections Building, Yeon Annex, Mid-County Health Clinic, Multnomah County East Building, Multnomah Building, Central Library, Midland Library, Hillsdale Library, and Gresham Library. Residents may bring any type of cell phone, smart phone or mp3 player to be recycled.

Request for Public Comment - Chain Restaurant Nutrition Labeling Policy Order 08-114
Background: A Chain Restaurant Nutrition Labeling Policy Order was passed in July 2008 by the Multnomah County Board of County Commissioners, acting as Board of Health. The policy requires chain restaurants located in Multnomah County with at least 15 outlets anywhere in the country to: 1) post calorie information for standard menu items on printed menus, menu boards, and food tags and 2) provide information about sodium, carbohydrates, trans fat, and saturated fat for standard menu items upon request by consumers at the time of ordering. By providing nutrition information to customers at the time of ordering, restaurants will play an important role in enabling the dining-out public to make informed choices about what they eat.

IRCO Champions Give Jeff a Signed Game Ball

Jeff Cogen and the Board of County Commissioners hosted some special guests at their last meeting. Team BBC, winners of their second straight championship in the Immigrant and Refugee Community Organization's (IRCO) FIRE summer basketball league, visited Jeff's office and were honored at a ceremony during the October 2nd Board meeting.

Jeff Cogen, star of Candidates Gone Wild
This year, Jeff is the star of Candidates Gone Wild! Ok, maybe not the star of the show, but he's hosting the County Q&A section and I have it on good advice that he is hilarious. The event is coming up on October 13th at the Roseland Theater. Tickets are available at their website.
For those of you who have no idea what I'm talking about, Candidates Gone Wild is a political variety show featuring local candidates, local elected officials, local Portland stars and a crowd full people ready to learn about local politics with a bit of a laugh, too. Join us, Jeff will be a riot.

Salmon Festival Oct. 11 - 12
The annual Salmon Festival takes place the weekend of October 11- 12 at Oxbow Park east of Gresham. The festival celebrates the return of the fall Chinook salmon to the Sandy River and inspires protection of native salmon and their habitat. Multnomah County is working to help restore salmon runs and the County's Land Use and Transportation Program will have a booth display at the festival showcasing our efforts to improve passage and habitat for migratory fish.
The festival runs from 10:30 am to 5 pm each day and includes displays, activities for kids and grown-ups, food booths, and entertainment. There are tented areas in case of rain. You should also be able to see returning salmon in the Sandy River.
Admission is $8 per vehicle.
Directions: From I-84, take the Troutdale exit (17). Go past the truck stop to the light. Turn right on 257th, go 3 miles to Division Street. Turn left onto Division. Follow the signs 6.5 miles and turn left. Follow the road to the park.

Time for trees from Friends of Trees
Tree plantings will start around town very soon. Visit their website and see when there are tree plantings in your neighborhood.
I got a lovely tree - a Japanese Persimmon - this January. What happens is if you want a tree, you get to volunteer. You can volunteer in several ways, not just digging holes. It's a wonderful way to get a tree and help many of your neighbors get trees at the same time.

Pizzicato has agreed to act as a cheese-covered guinea pig for Multnomah County’s plan to put calorie counts on menus of chains with local outlets (see “Food Fight,” WW, July 16, 2008). The idea behind Pizzicato owners Tracy and Mark Frankel marking calories in some of their 19 locations? To test the effect on customer choices compared to stores that don’t display calorie counts.

Health care goes mobile
Multnomah County Health Department’s Mobile Medical Van expands into East County
The Multnomah County Health Department’s Mobile Medical Clinic has expanded its services into Rockwood. The mobile clinic delivers primary care services to medically needy families and individuals throughout Multnomah County who are currently without health care. The 40-foot clinic provides access to medical care, lab, and screening services at seven designated “host” social service agencies.
According to a recent study of community need in Multnomah, Washington and Yamhill Counties conducted by Providence Health Services, the Rockwood zip code had the highest Community Need Index of all zip codes in the tri-county area. Residents in Rockwood are disproportionately uninsured with 20 percent to 30 percent of the residents lacking health insurance, compared to a county-wide rate of 17 percent.
The Health Department received $25,000 each from Pacific Source Foundation and Providence Health System to establish a site in Rockwood for the first year. In addition, the program receives $123,000 from United Way to help provide mental health care and a $300,000 federal grant from Health Resources and Services Administration (HRSA), as well as Multnomah County general fund.

Abandoned and neglected dog now the picture of health
When Dolly the Dachshund arrived at Multnomah County Animal Services (MCAS), she exhibited signs of severe animal mistreatment and neglect. But despite her obvious medical problems, MCAS staff and their veterinary hospital team were immediately captivated by Dolly’s spirit.
“She was in pretty bad shape when she arrived at the shelter, with a severe case of mange,” said Dr. Meghan Romney, head of Shelter Medicine at Multnomah County Animal Services. “Everyone who cared for her was touched by Dolly’s sweet disposition and spirit.”

An animal care donation fund is being re-named “Dolly’s Fund” to help finance medical care for animal patients like Dolly. “We see dozens of neglected and mistreated pets like Dolly every year, some in very serious condition. Concerned pet lovers can contribute to Dolly’s Fund to increase our ability to treat more homeless pets in our shelter hospital,” says Mike Oswald, director of Multnomah County Animal Services.

Elections Office customer service improvements and efficiencies:
o Added two more work stations at the front counter for a total of six
o Added one more work station behind the front counter for front counter supervisor to handle problems; this moves problems away from the front counter work flow
o Added a temporary staff person in the customer waiting area to help keep track of ballot delivery and customer flow
o Added two more phone lines and a permanent staff supervisor for the phone banks on the upper level
o Added Automated Call Distributer (ACD) to the phone system. This will allow for the queuing of calls during peak times and provide us the ability to track call volume instantaneously
o Created a detailed escalation procedure to deal with telephone system problems with County IT/ telecommunications unit
o Developed a detailed 8 pm cut off plan for election night and will be training staff and FSOs on procedures in advance

Food Service Advisory Committee seeks volunteers
Multnomah County Environmental Health Services seeks members for their Food Service Advisory Committee. The Advisory Committee provides community and food service industry views and recommendations on the full range of Multnomah County food protection services.
Members of the Advisory Committee are asked to make a commitment of one to three years, and to attend two-hour meetings every other month. Committee members may provide advice on such topics as:
Licensing of food service facilities and related fees
Restaurant inspections
Restaurant closures and revoking licenses due to unsanitary conditions

Joint session of the City Council and County Commission to swear in youth commissioners
Mayor Tom Potter and County Chair Ted Wheeler and members of Portland City Council and Multnomah County Board of Commissioners will meet in joint session to swear-in returning and new members of the Multnomah Youth Commission. The event will be held at Portland City Hall in Council Chambers from 5:30-6:30 with a reception immediately following.
The Multnomah Youth Commission, comprising 42 members aged 13-21, advises Portland and Multnomah County leaders on public policy issues affecting area youth. Commissioner Kelly Henderson, a freshman at Portland State University, said “Every Youth Commissioner comes from a different background and brings a unique perspective to the table.”

Pizzicato ready to try placing calories on their menus
Pizzicato Restaurant has taken the bold step of agreeing to help Multnomah County kick off menu labeling. As the Health Department works it's way through the rules for placing calorie counts on menus, Pizzicato will be there to see if those rules work out in practical use.
Pizzicato's help also puts Multnomah County in the research spotlight. There has been no other restaurant chain in the country who has allowed this much access to better track statistics on calorie labeling. These statistics will start to tell the story of menu labeling and whether it affects human behavior. Our health department will lead this research and will be able to share it with other health entities throughout the country. Stay tuned for updates throughout the process!

The Hollywood Senior Center
In District Two, there is a pretty cool place called the Hollywood Senior Center. Every couple of months we get a newsletter of there goings on and they seem to know how to throw a party everyday. There's ceramics class, Tai Chi, Spanish class, bunco, quilting and creative writing.
But, what has propelled me to share with you all about this center is the weekly Nintendo Wii sports and bowling tournaments! First of all, how did they get there hands on this desired game console and how cool is it to have a tournament? The festivities are every Wednesday at 1pm. Health Equity Initiative
In March 2008, Multnomah County and communities across the country launched what has been the largest discussion locally on the connections between healthy bodies, healthy bank accounts, and skin color. Unnatural Causes: Is Inequality Making Us Sick?, a documentary about the societal causes of illness, was aired in a series of public screenings followed by community discussions. Over 600 community members viewed Unnatural Causes and participated in discussions. The Multnomah County Health Equity Initiative collected the ideas participants offered on policy change and service improvements to make Multnomah County a healthy and vibrant community for all.
Commissioner Cogen strongly supports the Health Equity Initiative, appreciates the work of all the outstanding County employees involved in pulling together this effort, applauds the broad community participation we have seen so far, and urges you to consider attending one of the upcoming September or October events listed at the end of this post.

Shelter responds to statewide increase in rabid bats with special low-cost rabies shot clinic
In response to state health officials’ warnings based on finding five rabid bats this year, Multnomah County Animal Services will hold a special low-cost rabies shot clinic. Microchips will also be available at reduced fees.
According to Dr. Emilio DeBess, public health veterinarian in the Oregon Department of Human Services Public Health Division, “Vaccinating pets against rabies protects them and provides a buffer zone between humans and rabid wild animals. Nationally, twice as many cats as dogs are reported to have rabies each year, underscoring the need for better vaccination coverage among cats.”
Animal Services will offer pet licenses, $10 Rabies shots and $20 microchips to protect pets and help lost or run-away pets get back home. Multnomah County Animal Services’ veterinarian will administer vaccinations and microchips.

Victim advocates needed
The Multnomah County District Attorney’s Office, Victims Assistance Program is seeking On-Call Rape Victim Advocates (RVAs) to respond to local hospitals to provide assistance and support to victims of sexual assault. On-Call RVAs respond during evenings, weekends and holidays. Eighteen hours of training will be provided at the Multnomah County Courthouse.

Animal House adoption party was a success!

Whether we volunteer our “extra” time, make animal care our life’s work, or choose to adopt our pets from the shelter, we do it from the heart—and for the animals! When we all came together on Friday, Aug 1st, to dedicate a day to adopting MCAS animals, the results were spectacular. FORTY-ONE volunteers showed up to help out, dedicating a whopping 216+ hours to the cause. Some stayed the entire 13 hours; some worked all day and volunteered all evening. All came with a “can-do” attitude and enjoyed mingling with the public, staff, and other volunteers. Multnomah County Chair Ted Wheeler and his family joined us in the celebration.

Animal House adoption party!
Multnomah County Animal Services will transform its dog adoption kennels to Delta Omega Gamma fraternity, and its Cattery into the Kappa Alpha Tau sorority at the Animal House Adoption Party. This 13-hour pet adoption party, complete with togas and a root beer keg from Widmer Brewery, is scheduled for Friday, August 1, 11:00 a.m. to 12:00 midnight.
The Animal House Adoption Party is an adoption and fundraising event that will highlight the many dogs and cats waiting for adoption at the shelter. All adoptable animals are spayed and neutered, licensed and microchipped, and are ready for a loving home. For those interested in adopting, but your pet isn’t here today? Make sure you get a coupon to lock in the reduced adoption fees through August 31.

I-5 Bridge: How do you feel?
The Columbia River Crossing - otherwise known as the I-5 bridge - is causing quite the uproar around Portland. Residents and groups focused on the environment are not in favor of the proposed models; they do not feel it meets all levels of sustainability, among other things. Others are worried about health impacts and some just worried that it's going to be ugly.
Why are we talking about it? Well, the southern end of any bridge would land in District two. That impacts constituents in various ways from health impacts (such as air quality and noise) to displacement. So what do you think - bridge or no bridge?

Sauvie Island Bridge opening, June 22

It is my pleasure to invite you to the Sauvie Island Bridge Grand Opening Celebration on June 22, 2008.
The opening of the new bridge presents us with a unique opportunity to thank all of our partners and the community for a job well done. Please join me and the Board of County Commissioners as we celebrate this milestone.
We will have a ‘country fair’ event the day before the bridge opens to regular traffic. The event will include a ribbon-cutting with project partners, elected officials and other dignitaries; a first bridge crossing parade by various groups and modes; live music and family entertainment; food booths and informational booths focusing on Sauvie Island.

PORTLAND, OR — Beginning June 13, all Multnomah County teens aged 12 -18 are invited to participate in a writing contest made possible by The Library Foundation, with gift cards from Powell’s Books as prizes.
Judges include the members of Hollywood Library Teen Council, a volunteer group that advises the library on teen issues, and celebrated local young adult novelist Blake Nelson, author of Girl, The New Rules of High School and Paranoid Park.
$75 gift cards will be awarded to the following winners in four categories: best prose entry, grades 6 – 8; best poetry entry, grades 6 – 8; best prose entry, grades 9 – 12 and best poetry entry, grades 9 – 12. Runners up in each of these categories will receive a $25 gift card.

Announcing Public Forums for Animal Services in Portland and Multnomah County
Multnomah County, which currently provides animal services county-wide, including for the City of Portland, can no longer fund the level of animal services that will keep pace with the growing expectations and demands for those services in Portland.
The Animal Services Taskforce is chartered by the Portland City Council and the Multnomah County Board of Commissioners to study and evaluate options; make recommendations for appropriate and viable service levels and service priorities; and identify sustainable funding methods to insure continued services into the future.

Public Meeting Regarding Cascadia and Multnomah County Mental Health System
From Human Services:
This week, Cascadia has offered the state and Multnomah County options for downsizing their organization. We are looking at a variety of alternatives. Cuts may occur in program areas or geographic areas. Services will continue, but service providers and locations may change.
All parties are committed to ensuring continuity of care, with minimal disruption for consumers.
Community feedback on the draft plan is valued. Consumers and members of the public are invited to weigh in at a meeting scheduled for Thursday, May 29, 6:00 pm to 8:00 pm at Benson High School Cafeteria (546 NE 12th Ave.)

For most caregivers in Oregon, coming home means starting their second shift of work. The majority of Oregon's 420,000 unpaid family caregivers are employed full or part-time. Instead of sitting down to rest their feet and minds, they have to care for the house, sometimes their children, and most often, their parents, spouse or other loved one.

Who loves Scrabble?
Who loves Scrabble? I do, I admit it. I want to play all the time and whenever I see a board at the bar I make a grab for it. There is a weekly Scrabble game at Gotham Tavern - in District 2 - every Tuesday starting at 6pm. It's Scrabble for a good cause; it benefits the Oregon Literacy Foundation and the Tavern owners are very generous with OLF.
This Sunday though, is going to be fun. There is Scrabble tournament for OLF:

The new library siting - Jeff asks the community one more time
Jeff, the libraries and facilities have narrowed the search for a library site in North Portland from three locations to two - the Tri-Met site and the N. Denver site. Both choices are equally wonderful and have positives that would make each a great library. Because these sites are so great, we'd like the community to weigh in one more time to help Jeff make that final choice.
We'll have a public meeting Thursday, May 29th, 7 to 9pm at the Masonic Lodge, 8130 N Denver Ave. Please join us!
If you can't make it, we'll post a video on this site on May 29th that talks about the two choices. You can make your voice heard in the "comments" section.

Just a reminder of the St. Johns Farmers Market meeting this week...It will be on Wednesday, April 30 at 6:30pm, at Our Daily Bread. At this meeting, we will look to discuss the following (among other items):
Survey & the St. Johns Parade - We'll take a look/listen at/to the hard work our Marketing Committee has put into the Survey and
finalize for print. Also, we'll need all of our volunteer power to get out the word about the survey, gather input, and get more folks involved!

Multnomah County convenes public advisory committee for Urban and Rural Reserves

On Thursday, April 24, the Multnomah County Board of County Commissioners appointed 19 volunteer community members to a land use committee who will help advise and inform county policy makers during the next 18 months. The group’s first meeting is open to the public and scheduled for 6:00 p.m., Thursday, May 1 at the Multnomah Building, Room 315, 501 SE Hawthorne Blvd. in Portland.

Youth grants available to those 21 and under
From the commission on children, families and community:
A pool of $10,000 is available for community-based projects initiated, designed, and run by youth 21 and under. The Youth Action Grants Program will provide grants of up to $1,000 to youth or youth groups who want to take action that makes Our Bill of Rights: Children + Youth and Portland's community vision a reality.
The City/County Youth Programs are also pleased to offer three free grant workshops designed FOR YOUTH to answer their grant-related questions.

I’m honored to represent Multnomah County along with commissioners from Clackamas County, Washington County and Metro to designate urban and rural reserves in the tri-county area. We are working collaboratively with a goal of coming to a unanimous decision on what shapes our region over the next 50 years.
My colleagues and I are committed to coming to unanimous conclusion and have not taken any options off the table. That said, I personally and professionally remain committed to creating a sustainable future for Oregonians and that influences my contributions during this process.

Broadway Bridge lane closure for Bridge to Bridge run - Sunday
This is a great run that I did a couple years ago. I never knew the Fremont bridge was so steep...

The northerly westbound lane of the Broadway Bridge will be closed from 9:15 am to 10:30 am on Sunday, April 20 during the Bridge to Bridge run and walk. The bridge will remain open in both directions to motorists and sidewalk users throughout the event. The bridge will be closed to river traffic from 9 am to 10:30 am.

Multnomah County Sustainability launches film series with “The End of Suburbia”

In honor of Earth Day on April 20, 2008, the Multnomah County Sustainability Film Series will present “The End of Suburbia: Oil Depletion and the Collapse of The American Dream” at 5:00 p.m. at the McMenamins Bagdad Theater, at 3702 SE Hawthorne in Portland. The film is free and open to the public.
The film explores the outward migration of populations from cities to suburbs in the last 50 years in light of the diminishing supply of fossil fuels that enabled suburbs to grow. According to the film’s producers, “The End of Suburbia explores the American Way of Life and its prospects as the planet approaches a critical era, as global demand for fossil fuels begins to outstrip supply.”

Drop-in to learn about the project and share your ideas on how the areas around MAX stations can be improved.
The purpose of the Eastside MAX Station Communities Project is to take a comprehensive look at station community areas within one-half mile of MAX light rail stations in Northeast and Southeast Portland.
The basic question is: How can these communities become better places? The project will evaluate and recommend changes to land use/zoning, building and station design, transit and transportation facilities surrounding six stations: 60th Avenue, 82nd Avenue, Parkrose/Sumner, 122nd Avenue, 148th Avenue, and 162nd Avenue (see map). The objective is to help the Station Communities better serve transit users, support transit-oriented development and create more attractive communities.

Bridges to Unity Summit aims to decrease violence and racism in schools - April 10th

Two hundred fifty middle school students will tackle the issues of racism and violence in schools at the third annual Bridges to Unity Summit. The summit will be held April 10, 2008 at George Middle School. The conference is titled “Building Bridges Across Cultures” and aims to help students learn how to successfully interact with other cultures, decrease conflict and gain leadership skills.
Joanne Fuller, Director of Multnomah County Department of Human Services stated, "I am pleased to support the third annual Bridges to Unity Summit. As we have seen in past youth summits, this event helps build stronger cross-cultural communication and leadership skills that help kids achieve success in their school and communities.”

Bill Bradbury presents "An Inconvenient Truth" on April 10th
Next Thursday, April 10th, Secretary of State Bill Bradbury will visit the Multnomah County Commission to do his presentation of "An Inconvenient Truth." Bradbury has been doing these presentations around the state, focused on the impact on the Pacific Northwest. If you'd like to join us, come to 501 SE Hawthorne Blvd, 1st floor board room on April 10th. It starts at 10:30am.

Portsmouth parents: Our schools need better breakfasts
Last week I was invited to a Healthy Eating Active Living (HEAL) presentation at Portsmouth K-8 school. The HEAL program is run by Multnomah County and by all accounts is successful in this North Portland school. The main point of the presentation was that the school's teachers, principal and the County are teaching the tools these children need to be healthy and successful. The problem is, there is not enough access to healthy foods in the community and sometimes at school.

St. Johns Walgreens update
From the St. Johns neighborhood association:
CITY PLANNERS AGREE: SJ LOMBARD PLAN MUST BE HONORED
We recently met with senior planners at the Bureau of Development Services (BDS), who will decide on any application submitted by the Walgreens developer. Staff from Commissioner Randy Leonard's office were also there. We shared your comments and concerns, and we were assured that our reading of city code is correct: the site deserves a more urban design that reflects the historic nature of our downtown business corridor. Furthermore, a drive-through will not be allowed under any circumstances.
Your thoughtful comments at our March 10 meeting strengthened our position, and we're confident that BDS will keep both our comments and the St. Johns Lombard Plan in mind.

Medicare offers classes for new enrollees
From Public Affairs: Multnomah County Aging Disability Services is collaborating with Mt. Hood Community College to present free classes for those new to Medicare. “Welcome to Medicare” is designed for people nearing age 65 or those who become eligible due to receiving Social Security Disability benefits.

Roots and Wings
The Roots and Wings event is the kick-off to Blue Ribbon (Child Abuse Prevention) Month, April 2008. Roots and Wings gives families, neighbors and friends access to resources and fun activities. The event is an opportunity to ensure that all children have what they need to grow and thrive: a nurturing environment, safe places to play and learn, and a supportive community.

Healthy Eating, Active Living - Farmers Markets
Here at the County, we have a very cool program called the HEAL program, HEAL stands for Healthy Eating, Active Living. This program is currently active in North Portland at Portsmouth School. The HEAL program goes into schools and teach healthier lifestyles for kids and their parents.
There will be a report next week examining HEAL's progress in Portsmouth and St. Johns and we already know its been successful. The one hitch; lack of access to fresh foods. This is why our office is working with neighbors in St. Johns to start a farmers market that will be accessible to greater North Portland.
Our second meeting was last night and we had even more folks than the first one! We know its going to take a full year at least to get it off the ground so please, lend your human capital to North Portland.
Next meeting will be in April, so stay tuned!

That's a people grabbing headline! This, from our Public Affairs office:
Seniors and people with disabilities – the IRS may owe you money
Americans will soon receive a check in the mail from the federal government. It's known as the "stimulus payment", "tax rebate" or "refund." For many individuals, filing an income tax return is an annual occurrence. However, in some cases, low-income workers, recipients of Social Security or certain veterans may have to file a return for the first time in many years. They have to establish that they have at least $3,000 of qualifying income to receive the refund.

Update on St. Johns Walgreens
Last night I attended the St. Johns neighborhood meeting. The topic? A proposed new Walgreens for the "entrance" to downtown St. Johns. If one is driving west on Lombard, it the triangular corner of Lombard, N. Richmond and N. Jersey. The drive-thru would facing N. Jersey a residential street and the dumpsters would face that street as well. The front of Walgreens would face downtown St. Johns. As one would drive up from East Lombard, they would see the back of the store.
As you can probably imagine, the crowd of 100 or so neighbors were not enthused at the idea. The position of the neighborhood association is not against the new Walgreens development, but the size that is proposed and they lack of consideration for the St. Johns/Lombard plan in terms of pedestrians, small business and smart growth.
As far as the association has been told, the site will resemble the Walgreens that is located at SE 39th and Belmont. That site is open 24 hours a day, has a drive-thru window (that is next to someone's residence and faces other homes) and had a big parking lot that is not sensitive to pedestrian traffic. The other push back is that there are 4 other pharmacies within a 3 mile radius, two in St. Johns.
Unfortunately, the developer did not join the meeting, as was expected. As we get more details, we'll post them on our site. In the meantime, if you want to make a statement about a suburban Walgreens in St. Johns or have a question, comment away. We'll collect and pass them along to the neighborhood association.

The life cycle of a cell phone
Do you ever wonder about the life cycle of your old cell phone? Okay, probably not, but Jeff Cogen does. As we get ready to debut our cell phone recycling program later this spring, I thought I'd share with you a cool website that talks about what happens to all those old phones. Its called "The Secret Life of Cell Phones."

Multnomah County seeks advisory committee members
Multnomah County — along with Clackamas County, Washington County and Metro — is undertaking a process to establish urban and rural reserves and seeks citizen volunteers to participate in an advisory committee.
A system for creating urban and rural reserves was created by the Oregon Legislature in 2007 with the passage of Senate Bill 1011. The goal of this effort was to remedy a longstanding system for managing the Metro region’s urban growth boundary (UGB.) The new approach seeks to improve the process by taking a wider range of factors into account, such as natural features or suitability for different types of agricultural production.
Urban and rural reserves will provide greater predictability for landowners, farmers and communities about where the urban growth boundary may expand over the next 40 to 50 years, while protecting important farmland and natural areas from urbanization for that same period of time.
“I’m excited to have the participation of the community in the reserves process,” said Multnomah County Commissioner Jeff Cogen. “We are truly shaping the future of the tri-county region for the next 50 years.”

Retreat will support grandparents raising grandchildren
From Public Affairs:
Grandparents raising grandchildren face economic hardship and stress, according to AARP and The National Caregiving Alliance. In Oregon, AARP reports more than 37,500, or four percent of all children in the state live in grandparent-headed households. An additional 14,000 children (1.7%) live in households headed by other relatives. Nationally, 4.5 million children live in grandparent-headed households (6.3% of all children under age 18.)

Suburban Walgreens in St Johns?

A Suburban Walgreens in St. Johns? Our Neighborhood Deserves Better!
Come to the final public meeting with the developer on March 10 at 7pm at the St. Johns Community Center. (Come at 6:45pm, we're going to pack the place!)
Summit Development Corporation wants to build a low-end suburban Walgreens surrounded by a parking lot at the former Rose City Chevrolet site - the gateway to Downtown St. Johns. It's a bad idea.
This is a square peg in a round hole. The developer wants exceptions to Portland's development rules so he can build a suburban-style store in our historic neighborhood business district. Traffic's bad enough already. The main entrances would be on residential streets and the store is designed mainly for cars - it would be dangerous for pedestrians, bus riders, and bicyclists.
St. Johns planned for better. When our community wrote the St. Johns/Lombard Plan, we said we want good development that would
strengthen our neighborhood. Not this!

Market meeting rescheduled to March 12th
As you may remember, we have had a meeting scheduled for Tuesday March 4. Unfortunately, we will be postponing that meeting until Wednesday, March 12, 6:30pm-8:00pm. The location is TBD, but we will give notice to this soon. This date will achieve a few things:
We will be able to assign a few tasks that have yet to be completed to committee-members before this next meeting
Allows for Cathedral Park NA members to attend.
We can promote our meeting at next week's St. Johns NA meeting (3/10), where we're looking to have MANY people turn out to hear the Walgreens' developer present their updated proposal.
We will be in touch over the next 1-2 days to offer specific tasks for folks to volunteer for. If anyone has anything they'd like to jump on, please check in with us to ensure we're not duplicating any efforts (or soliciting the same donor, for example). Thanks!

A potential Walgreens in St Johns - meeting on March 10th
There is still some serious talk about a new Walgreens drug store coming to the heart of downtown St. Johns. You can hear the developer's site plans and voice your opinion at the upcoming St. Johns neighborhood meeting on March 10th. Meeting begins at 7pm at the Community Center on 8427 N. Central. As you can imagine, many residents are resistant to the idea. However, there are some voices as well that welcome a new development.
Some issues of concern: There are already two drug stores (Fred Meyer and Safeway), traffic jams at the intersection and late night lighting.
There are also positives: Accessibility for older residents, increased business and attention for St. Johns and a drug store that doesn't sell alcohol.

About 1,300 in Oregon register for civil unions
The Oregonian is reporting that almost 1300 couples have registered for civil unions in Oregon. In Multnomah County, we registered 673 couples. Unfortunately, I've just gotten word that an opposition group filed paperwork late Friday to start gathering signatures for the November ballot. That means, if that group collects enough valid signatures, this law protecting GLBT couples could be overturned.
We'll bring you the official reaction from Basic Rights Oregon when we receive it.

Extreme states of madness usually get labeled psychiatric disorders, including schizophrenia and bipolar, and treated with medications. What are different ways of understanding these experiences, and what are other options for helping people? What lessons can we learn from care in different countries?
Come discuss a disability rights view on madness and extreme states of consciousness. This perspective respects individual choice to take or not take medication, welcomes a diversity of treatment possibilities, and is open to different interpretations of the mysterious experiences we call “crazy.” We will also look at the economic and political forces influencing mental health.

Oregon Health Forum Event on Veterans
This morning I attended a breakfast forum called, "Health on the Home Front: Focusing on Veterans' Needs," sponosored by the Oregon Health Forum. Commissioner Cogen was recognized at the start of the event for his leadership on taking care of our returning Iraq and Afghanistan veterans, and for his help in promoting this event as a follow-up to the "Our Veterans, Our Neighbors" event he helped organize last fall.

Newbery Award winning author Lois Lowry in Portland March 11th

Though her writing has encompassed topics as diverse as the Holocaust and the Triangle Fire, dystopian societies, Maine in the 1970s and second grade classrooms, author Lois Lowry’s books have consistently dealt with a central theme: the importance of human connections.
The community will have an opportunity to hear from the Newbery Award-winning author when she presents Multnomah County Library’s 2008 Children’s Author Lecture on Tuesday, March 11, at 7 p.m. at the First Congregational Church, 1126 S.W. Park Ave. in Portland. A book sale and author signing will follow the talk. This is the eleventh year of the Children’s Author Lecture and Lowry was the inaugural speaker in 1998.

Oregon Literacy's Read-a-Thon
The 6th annual Read Across Oregon Read-a-thon is coming up! Read Across Oregon (RAO) works much like any walk-a-thon or bike-a-thon. Participants donate a small entry fee (suggested at $10) and then obtain pledges above and beyond the entry fee on a per page or per book basis (ex: a nickel per page or $5 per book). Other than that, participants – such as students, teachers, book club members, librarians, tutors, business people, etc. – simply read as much as possible during the entire month of March. Any book can be read from anywhere and textbooks do count. Parents can read to children and children can read to parents.

Cool ways to make your event sustainable
Yesterday, Jeff and I went to the Heart of the Community Awards for Hands on Greater Portland. They tried something ingenious this year: a more sustainable event at The Governor Hotel. There were just a few little things, items you wouldn't usually notice, but they made all they difference. Here they are:
Elimination of the event program - 2,350 sheets of unused paper
Replacement of the printed sign thanking sponsors with a projection screen at the front of the room - 18"x24" foam board saved
No saucer under the coffee cups and no bread & butter plates - 41.6 gallons of unused water
No pre-pour of water glasses - 10 gallons of unused water
Bread and dessert sourced by a local bakery (cupcakes with no wrapper!) saving transportation costs and environmental impacts.

Farmers market meeting update
Last night the first official meeting of the St. Johns farmers market came together at Marie's. We had over 20 folks who were all excited at the possibility of a market. There were several topics covered including structure, market mission, location and funding. I'll add notes after the jump. One important question that came of out this first meeting was: What location would be best if the market was in St. Johns? Options were: St. Johns plaza in front of Dads, the Signal Station Pizza lot, the vacant car lots, Cathedral Park, and George Park by the community center. Which would you use?

In sickness and in wealth - a community discussion on health disparities
From the Multnomah County Health Department:
We invite you to join us in a community dialogue about the root causes of health disparities and long-term solutions. Beginning in March, 2008, a PBS documentary Unnatural Causes: Is Inequality Making Us Sick? will explore how inequalities in housing, health, jobs, and education—combined with a lack of power and control over one's life—can translate into bad health and even death. Multnomah County will be one of many communities across the country to feature this documentary in a series of public screenings. Watch the film, then join the discussion. To join the discussions happening this spring, check out the calendar.
What Are Health Disparities?
Population-specific differences in the presence of disease, health or access to care. For example, did you know that African American men in Multnomah County are 40% more likely than white men to be diagnosed with prostate cancer, and more than 2 times more likely to die from prostate cancer than white men? Health disparities are not “natural;” racism and social class play a role in this disparity.

North Portland loves Friends of Trees
Last weekend, Friends of Trees and their volunteers planted trees through the neighborhoods of St. Johns, Arbor Lodge, University Park, Kenton, Portsmouth and Cathedral Park. Even though it was snowing and very slushy, the volunteers were vibrant and excited to add more trees to the neighborhood.
Friend of Trees is an organization that Jeff proudly supports, evidenced by our web masthead. The pictured volunteers are planting a Japanese Persimmon in a St. Johns yard.

Multnomah County Health Department campaign to focus on sexual health in the African American community
From the Public Affairs Office:
Multnomah County Health Department will launch its first social marketing effort to educate African American youth, young adults and community members about sexually transmitted diseases (STD’s) and the importance of testing and treatment. The education campaign features a variety of culturally-specific media including a website (knowsexpdx.com), brochures profiling local sexual health services for youth, as well as posters and postcards.

Town Hall on Healthcare Feb 6 with Rep. Chip Sheilds
Rep. Chip Shields will host the second of three Town Halls - Feb. 6th from 6:30 - 8:00 p.m. at the Urban League Multicultural Senior Center - 5325 NE MLK Blvd. (enter around back on Garfield). This town hall is focused on health care. Special guests will include Geri Washington, Health Policy Director for Oregon Action; Dr. Bruce Goldberg, Director of the Department of Human Services; and Shelda Holmes, Family Nurse Practitioner and owner of Hands on Medicine primary care clinic in North Portland.

January 31 is Earned Income Tax Credit Awareness Day

WHAT:
Chair Wheeler, Mayor Potter, the Internal Revenue Service and community partners will kick off tax filing season and promote the Earned Income Tax Credit (EITC) for low-wage workers. This media event is part of a national effort to bring attention to the EITC and other tax credits available to Oregonians. Free tax preparation is available at 50 sites in Portland for taxpayers to learn if they are eligible.

Farmers Market questions, answers
After our post on a potential farmers market in St. Johns, we received great enthusiasm and positive comments. A couple questions were consistent through the thread: What is our timeline and how would it affect the Kaiser market on Interstate?
First, our timeline is tentative. While we'd love for this to happen by summer 2008, we know that may not be realistic. The next steps are: forming a solid core of volunteers, writing a comprehensive plan to present to donors/sponsors, hiring a market manager, and then getting to the bones of the project that lead to a successful market.
Second, I don't think that our market would negatively affect the Interstate market on Wednesdays. Our hope is that we would support one another in this wonderful project and serve both sides of North Portland.
Thank you for all the wonderful comments and keep checking back for updates on this and many other projects from Commissioner Cogen.

Would you use a St. Johns Farmers Market?
Last night an enthusiastic group of neighbors kicked off the first of many meetings to bring a farmers market to neighbors on the Peninsula. Part of making this happen is ensuring we'd have community support for this endeavor. So this is will be one of an occasional post to gauge interest - knowing we won't hit everyone - in a farmers market. If you are regular reader, forward this on to friends in the neighborhood.
Our first set of questions:
1. Would you use a St. Johns Farmers Market? This market could service the surrounding neighborhoods including: Arbor Lodge, Kenton, Portsmouth, University Park, Cathedral Park, Columbia Villa area and Linnton.

Great find of the day: Po'Shines Cafe de la Soul
There is a lot of action in the North Portland neighborhood of Kenton. Included is a great little shop called Po'Shines Cafe de la Soul. I didn't know much about this place other than it being on my list of places to check out. This article in the Oregonian has given me some inspiration.
The cafe stands in the heart of the transforming Kenton neighborhood at North Denver Avenue and Kilpatrick Street and serves contemporary soul food that rivals menus at trendy Portland lunch spots. Yet its story is far different. The cafe is a nonprofit run by volunteers. And it's showing that a neighborhood revival can be driven by more than affluent white newcomers.

The cool things county employees do...
I enjoy working at the County because there are so many great, smart people and cool events that they participate in. Many things fly under the radar and I uncover more and more every day. This is what I found today: Science Pub - sponsored by OMSI - where our own Health Department's Gary Oxman will talk about pandemic flu.
Just what is Science Pub? Science Pub is an informal get-together where you can interact with experts and where there's no such thing as a silly question. No scientific background is required - just curiosity, a sense of humor, and an appetite for food, drinks, and knowledge. We meet once a month. Topics are focused on advances in science and technology that directly affect our lives, and the experts are leading researchers and scientists in the field. Don't expect a speaker behind the podium! It's relaxed, interactive, and fun.

Community meeting Jan. 23rd for 223rd Avenue improvements
From Public Affairs: Two transportation projects planned to begin in 2008 that will improve NE 223rd Avenue in Fairview will be the topic of a public meeting scheduled on Wednesday, January 23 from 7:00 pm to 9:00 pm at Fairview Community Center, 300 Harrison Street. The first proposed project will replace a railroad bridge that runs above 223rd near Interstate 84, which will allow 223rd to be widened between NE Bridge St. and NE Sandy Blvd. The second project will improve the nearby intersection of 223rd Avenue and NE Sandy Blvd.

North Portland Scrabble


Last night was Scrabble night at Gotham Tavern in North Portland. I met two cool St. Johns neighbors and about 15 other smart Portlanders who like to play this great board game. This weekly tournament benefits Oregon Literacy - 10% of the night's profits at the Tavern goes to the organization. I finally cracked a 300 game with these folks and I felt a smug satisfaction. Believe me, if you can beat your mom, it doesn't mean you are good. These people are serious; but great fun. Lee, the reigning champion, is a St. Johns neighbor and always generous with his winnings (a $20 gift certificate from the Tavern). Come out and support Oregon Literacy and flex those brain muscles!

Mayor Potter moving office to Jefferson High School for week of January 14-18
Mayor Potter will spend the the week of the 14th at Jefferson High School in North Portland. The message posted on the Mayor's site:
Mayor Tom Potter is moving City Hall to Jefferson High School for a week to give students, parents and educators a first hand lesson in how government really works - and to showcase the opportunities, successes and challenges facing every school in Portland's six public school districts.The visit begins at first bell at 7:45 a.m. on Monday, January 14th, and concludes with the annual State of the City address on January 18th in the school auditorium. The regular Wednesday City Council meeting will also be held at Jefferson that week in the auditorium.

Special screening of "Ballot Measure 9"
The Q Center offers a free documentary series for the community. On Friday, January 11th, the center presents a special screening of the Sundance-winning feature, "BALLOT MEASURE 9." This screening and reception is to celebrate the re-release of BALLOT MEASURE 9 on DVD. The reception starts at 6:30pm, film at 7. Information on the film:

Find of the day: The staple less stapler
In our office quest to make sustainable options available to and affordable for everyone, I present the staple less paper fastener.
Using a staple less fastener allows for less metal waste which you can imagine, adds up from office use of staplers. It also would make those pesky staple removers less necessary, thus, even less metal needed. The time for stocking stuffers may be over, but consider this thoughtful gift for your friends who spend time at a desk several hours a day.

New anti-discrimination laws
Last night, some of us from the 6th floor went to support our friends at Basic Rights Oregon's candlelight vigil. The vigil was to show solidarity against the judge's ruling that temporarily stopped domestic partnerships in Oregon. As of Tuesday, it is illegal in the state of Oregon to discriminate against citizens because of sexual orientation. We snapped out of our small reprieve when reminded that something good still comes from this fight; Oregon no longer allows discrimination on the basis of sexual orientation. This is a significant victory for those who value justice and equality.
A couple who have been together 21 years and are hoping to be domestically partnered soon used a quote from Martin Luther King Jr. to amplify their hopes:

La Posada event with Educate Ya
Visit the Posada Fundraiser on Saturday, December 15th at 7pm and help them celebrate the holiday festivities at our traditional Mexican Posada. Meet at 200 NE 20th Ave, Suite 10 in Portland.

There is no charge, but donations are welcome.
About the tradition:
Every year starting December 16th, and following for nine consecutive nights, children parade from one designated house to another reenacting the story of Mary and Joseph and asking for shelter for the night through traditional songs. They are finally let into one house where a party awaits them! Watch as we act out this tradition and join the party afterwards!

Local author of “The Shelter Dog” to host book-signing event at animal shelter
Local author/illustrator Chris Davis will host a book-signing event Dec. 15 for her book, “The Shelter Dog,” published by Lighthearted Press. Davis’ books will be available for $10 and all proceeds from book sales during the event will benefit Multnomah County Animal Services’ Adoption Outreach Trust Fund. The book is an illustrated account of Hero, a dog angel seeking the perfect human companion. A review of the book was featured in the December 11 edition of The Oregonian.

We were driving through the gracious old suburbs of Portland, Ore., searching for a cafe that had gotten raves for its seafood, when I looked up from my map and saw a sign that resonated to the core of my bookworm soul: "Klickitat Street."
Those two words hurtled me through time and place back to childhood and the ragged paperbacks I reread until they became part of my psychic landscape.
Any reader worth her salt knows that Klickitat Street is where Henry Huggins and Ramona and Beezus (née Beatrice) Quimby lived in the classic children's books by Beverly Cleary. For me, they weren't just characters, they were real children, filled with the desires, dilemmas and annoyances that consumed my own life. I could almost hear them playing a few blocks down the street. And I longed to share their adventures.

Matthew Lashua from Maria Rojo de Steffey's office celebrates with Cogen staff!
Last night, some board staff made an appearance at the Basic Rights Oregon holiday party at the home of Bill Dickey and David Wagner. Commissioner Cogen and Rep. Tina Kotek (D-North/NE Portland District 44) were featured speakers and really encouraged the crowd with their positive words. There was delicious food, drinks, and wonderful people who gathered together to celebrate domestic partnerships in Oregon and all the accomplishments of BRO.

Multnomah County to offer cell phone recycling
This morning the Board unanimously passed a resolution, brought forth by Commissioner Cogen, to offer cell phone recycling in various county buildings. The buildings chosen are sprinkled all over the county in locations as diverse as the McCoy Building downtown to the Gresham Library. A full list of locations after the jump.
Of the 130 million mobile phones retired annually in the United States every year, less than 1% are recycled, and it is estimated that consumers have stored 500 million obsolete cellular phones that await disposal. Cellular phones in landfills can leach toxic substances into the water and air. Disposal of cellular phones into solid waste in Oregon is a public concern both from a health and resource depletion perspective. Among the toxic metals and other materials present in cellular phones, as reported by the EPA, are:
Lead – can damage the central and peripheral nervous systems, blood systems, and kidneys
Chromium VI – can damage DNA and has been linked to asthmatic bronchitis
Brominated Flame Retardants – act as endocrine disrupters and increase the risk of cancer of the digestive and lymph systems.
This program is also revenue neutral for the County. According to Jeff, "The County’s function is to protect the health and safety of our residents. This is a no-cost way for us to do that by keeping toxics out of our waste stream while supporting local businesses, promoting sustainability and helping provide funding for our libraries and environmental programs."
