Rigler School, Meeting on Space Issues
Next Wednesday night, February 11th, at Rigler K-8 School there is a community meeting on the space issues Rigler is facing. The school is bursting at the seams, and enrollment is growing, which continues to exacerbate what is already a real problem. The cafeteria and auditorium are undersized for the enrollment increase that came with the switch to K-8. There is not a space large enough to accomodate the whole student body in one place. Classroom and office space is also lacking. A large turnout is hoped for to highlight for Portland Public Schools the importance of these space concerns facing this school community. The meeting is happening February 11th, 7:00 to 8:00pm, Rigler School, at 5401 NE Prescott. There will be free pizza, free child care, and Spanish translation services provided. Please come out and show your support!

Earned Income Tax Credit Awareness Day
Commissioner Cogen is working to raise awareness of Earned Income Tax Credits today by speaking at a free-tax preparation event happening this morning at Concordia University, and by sponsoring a proclamation recognizing Earned Income Tax Credit Awareness Day.
The IRS estimates that up to 25% of eligible households fail to apply for EITC credits they are due, which can be worth more than $5,000 depending on family size. The EITC brings badly needed dollars to families in our community, including families where income may be lower this year due to a job loss. Even people who owe no federal taxes or are not required to file a return may be eligible for the credit. Did you get a new phone for the holiday? Recycle your old one phones at Multnomah County!
Jeff is encouraging residents to recycle old cell phones, smart phones and MP3 players this holiday season. Multnomah County currently partners with Wireless Alliance – an electronics recycler – to collect and recycle community phones and MP3 players. There is no cost to the county or to residents who bring in their equipment.
“Many people gave or received new phones or iPods during the holiday season. I don’t want our residents to put them in their junk drawer. They can bring them to many of our buildings and recycle them.”
The recycling boxes are in the following county locations: Central Library, Midland Library, Hillsdale Library, Hollywood Library, Gresham Library, McCoy Building, North Portland Health Clinic, Yeon Annex, Mid-County Health Clinic, Multnomah County East Building and Multnomah Building.

PPS to visit Roosevelt HS on December 3rd
Portland Public Schools will visit Roosevelt HS on Wednesday, December 2nd at 6:30 p.m. Elected officials and professional staff
from PPS will outline plans for the next generation of Portland’s High Schools. What they will look like in the future, and the criteria used to identify the 2 to 3 high schools that will be closed will be discussed.
During the past couple of years, Roosevelt has made considerable strides, including gains in academic performance, declines in community and campus violence, improvements in the level of community support, and increased participation and services offered on campus.
As the District considers a major redesign of Portland's high schools, we need your support to help ensure that the progress and improvements that have been occurring on our campus are not lost.
Roosevelt High School is revitalizing, thanks in part to your efforts and support. Now we need your help to convince PPS that Roosevelt deserves to remain open.
Please join us on December 3 at 6:30 p.m. when the District holds the third of its' community meetings at Roosevelt.

Come out and meet your neighbors!
Saturday, November 21st, 9 a.m. to Noon
Two opportunities:
A) Raking and cleaning of streets.
Wear warm clothes and bring rakes, flat shovels and wheel barrows, if you have them. Extras would be great, if you have them to share. Be sure to mark them so you get them back.
B) Bulb and native drought tolerant shrubs planting on the island at N. Richmond and Lombard. Meet at the entryway to St Johns where we pulled the Ivy last year (the east end of downtown).

Interstate farmers market - season is winding down
From the market manager:
It's the last day of summer 2009. As we move into fall you'll still find plenty of wholesome, delicious fruits and vegetables at the Interstate Farmer's Market. This week Ana Calderon is loading up her truck with numerous varieties of apples and pears ( including the tiny seckle pear--cutest ever!) from her family's orchard in Odell. There's no better way to welcome the coming of fall than to bite into a crisp, juicy apple. Visiting the orchard with Ana this week I tried a Honey Crisp right off the tree, it was a perfect apple experience, but don't take my word for it, visit Ana at the market this week and try one for yourself.
This Wednesday is the second to last market of the season, the weather will be warm and the food will be fresh. If you've been meaning to make it all summer and just haven't found the time, this is your moment!
Stop by, visit with friends and neighbors, enjoy great food and support the amazing family farmers at the Interstate Farmer's Market.

Federal stimulus funds new Halsey Street sidewalks
New sidewalks are coming to a section of NE Halsey Street in Wood Village, thanks to funding from the American Recovery and Reinvestment Act of 2009. A grant to Multnomah County from the federal stimulus bill will pay for new sidewalks along Halsey St. between NE 238th Drive and NE 244th Ave.

Reminder: Sellwood and Broadway bridges closed Sunday, 9/20
The Sellwood Bridge will be closed to motor vehicles this Sunday, September 20 from 6:00 am to 6:00 pm due to a structural inspection and maintenance work. The bridge will remain open to bicyclists and pedestrians. The closure will allow a team of engineers to complete an independent inspection while a county maintenance crew completes annual maintenance work on the bridge.
Independent inspections are required every two years for public bridges. County engineers also inspect the Sellwood Bridge on a quarterly schedule, due to its deteriorated condition.
When the Sellwood Bridge is closed, the nearest alternate river crossing to the north is the Ross Island Bridge. Access to the Ross Island Bridge is available via Highway 43/SW Macadam Ave. on the west side and via SE Milwaukie Ave. and SE Powell Blvd. on the east side. The nearest bridge to the south is the Abernethy Bridge (I-205).
Also on Sunday, the Broadway Bridge will be closed to motor vehicles only from 7:30 am to 11:30 am during the Race for the Cure. The bridge will remain open to bicyclists and pedestrians. TriMet’s Broadway-9 bus line will be re-routed across the Steel Bridge while the Broadway Bridge is closed. The Fremont Bridge is also available as an alternate river crossing.

Broadway Bridge west lanes, lift span closed during Sunday, Sept 6th run
Healthy Portlanders, always closing bridges...
Two westbound traffic lanes on the Broadway Bridge will be closed on Sunday, September 6 from 7 am to 11 am during the Run Portland Run running and walking events. Two eastbound traffic lanes and both sidewalks on the bridge will remain open during the event. The nearest alternate river crossing for westbound traffic during the event is the Steel Bridge, accessible from NW Everett St. TriMet’s 9-Broadway line will be detoured across the Steel Bridge westbound during the event.
From 7:00 to 11:00 a.m. the Broadway Bridge lift span will not open for river traffic, due to the event.
Multnomah County maintains the Broadway Bridge and more than 300 miles of roads and bridges. For more information about the Broadway Bridge, visit www.multco.us/bridges.

Hollywood Farmers' Market Announces a Mobile Market to Serve Cully Residents Living in a "Food Desert"
From Hollywood Farmers Market:
The Oasis Project is an effort of the Hollywood Farmers' Market to increase access to fresh fruits and vegetables for low-income residents of the Cully neighborhood during September through a mobile farmers' market. A pilot project, the mobile market aims to address the problem of a "food desert" or neighborhoods where access to healthy foods is limited by price or distance.
The Oasis Project will sell fresh, local and sustainable fruits and vegetables from farming vendors of the existing Hollywood Farmers'
Market. The mobile market will be open from 10:00 am to noon each Saturday in September, starting on September 5th at Hacienda Community Development Corporation's Villa de Sueños apartments. The mobile farmers' market is conveniently located on TriMet bus routes #7 and #72 at the corner of NE Cully Blvd. and Killingsworth St.

Piedmont Neighborhood Association: Block Party 8/27

Next Thursday (2009-08-27) the Piedmont Neighborhood Association is sponsoring a block party instead of our usual general meeting!
The block party will be on N. Mississippi Ave between N. Rosa Parks Way and N. Holman Street. The official fun will last from 6-8pm.

There will be free snacks and beverages (yes, more Tang folks). Also I hear there will be games for kiddies and several raffles for door prizes (gift cards to local businesses).

Albina Library closed July 28-30
Albina Library will be closed Tuesday, July 28, through Thursday, July 30, for remodeling of the staff workroom. The library will reopen on Friday, July 31.
The book drop will remain open during the closure. Materials may be returned in the book drop or at any other Multnomah County library.
The three days that the library is closed will not count toward the number of days materials will be held on the shelf for patron pickup. In addition, the days the library is closed will not count toward the checkout period for library materials; due dates will be extended accordingly.
The Multnomah County libraries nearest Albina are Hollywood Library and North Portland Library.

Trash to Treasure ReUse & Recycling Day....an amazing kick-off to this soon-be-annual event. St. Johns Walking Map? Talk to Jaime at Atomic Daylight, she's all over it. Ivy Removal Day? Ivy Island was swarmed with volunteers like bees on honeycomb. Bike Corral in St. Johns? Done...bring a bike, find a stall at the Theater!

Community Immunization Clinic will move to new location
The Multnomah County Health Department Community Immunization Clinic is moving to a new location effective June 22, 2009. The clinic, located at 5329 NE Martin Luther King Jr. Blvd (corner of MLK and Killingsworth), will move downtown to 426 SW Stark Street, 3rd Floor, where several other Health Department services are located. The clinic will be open on Mondays by appointment (503.988.3828 Ext. 26692) and Tuesdays on a walk-in basis. The clinic is accessible by all major bus lines and by MAX.
The last walk-in clinic at the MLK location will be Tuesday, June 9. There will be no immunization services on Thursday, June 11 and the week of June 15 during the period of the move.
The June and July clinic schedules can be accessed online at www.mchealth.org/immunizations or by calling 503.988.3828 Ext. 26692.

Piedmont Neighborhood Meeting This Thursday, May 28
This coming Thursday is the next Piedmont Neighborhood Meetup! The event starts at 6pm and will be held in Peninsula Park in the picnic area right next to the new spray water feature. There will be food and fun for all. To kick things off there will be a brief presentation and a Q & A session with our neighborhood's police officers as well a few other announcements. The main goals of this event are "enjoy some free food" and "meet your neighbors." Of course, PNA Board folks will be there to answer your questions about the neighborhood.

The Interstate Farmers Market begins its 5th season on May 20, 2009. County Receives Clean Diesel Grant Funding
Multnomah County and the City of Portland jointly received $498,000 in grant funds yesterday from the U.S. Environmental Protection Agency and Oregon Department of Environmental Quality to fund clean diesel retrofits on County and City owned heavy diesel construction equipment. In a ceremony at the City Fleet Department's Kirby Garage, Commissioner Cogen spoke about the very serious health impacts of diesel emissions, and the County's plans to retrofit our own fleet of diesel construction vehicles. Commissioner Cogen has led Multnomah County's effort to reduce construction diesel emissions in our community, which are surprisingly put out more diesel pollution each year than all the diesel trucks, cars and busses on our roads. Library’s used bookstore closed for construction May 4-30
The Title Wave Used Bookstore will be closed from Monday, May 4, through Saturday, May 30, during the construction of an access ramp to the store. The Title Wave will reopen on Monday, June 1.

Friends of Pier Park cleanup complete with Tulip Bakery pastries
The annual SOLV-IT Pier Park Pick-Up is scheduled for this Saturday, April 18th from 9:00 a.m. to 1:00 p.m. We will have assorted donuts and apple fritters from Tulip Bakery as well as hot coffee donated by Starbucks! This year we will meet at the turn-around entrance to Pier Park near the first hole of the disc golf course.
Among other things we will be removing invasive ivy and planting natives, removing graffiti from the skate park and picking up litter. Your help is surely appreciated.

Midland Library closed for carpet installation April 12-19
Midland Library will be closed from Sunday, April 12, through Sunday, April 19, for carpet installation. The Midland Library book drop will remain open during the closure. Materials may be returned in the book drop or at any other Multnomah County library. The eight days that the library is closed will not count toward the number of days materials will be held on the shelf for patron pickup. In addition, the days the library is closed will not count toward the checkout period for library materials; due dates will be extended accordingly.
The Multnomah County libraries nearest Midland Library are Rockwood Library (17917 S.E. Stark St.) and Holgate Library (7905 S.E. Holgate Blvd.).

Trimet hearing on bus line closures: April 7
Many District 2 residents will be directly affected by the potential bus line closures; specifically the #33. Jeff wrote directly to Fred Hansen to ask him to reconsider keeping the #33 running.
Public hearings will be held at the Portland Building (1120 SW 5th) on April 7th from 4 to 7pm. Trimet will be listening to residents opinions on the bus closures, schedule and route changes. Trimet will also accept public comments through April 10th. Visit their website here.

County healthy eating active living in the Oregonian
Our health department's Healthy Eating Active Living program (HEAL) does wonderful work for the kids and families in St. Johns and Portsmouth neighborhood schools. Our office is currently working with HEAL, Parks and other neighborhood activists to create a community garden in the abandoned Clarendon Elementary.

Town hall with your representatives this weekend, March 14th
Representative Chip Shields, Representative Tina Kotek and Senator Carter will host a town hall meeting to discuss legislative issues with constituents this weekend.
The Oregon Legislature has been in session for 50 days. So far Legislators have managed to close the gap in the 2007-2009 budget and save school days and vital human services. The House of Representatives has also passed the first installment of our stimulus package to help jump start shovel-ready construction jobs and the Housing Opportunity Bill, which provides funds for more affordable housing.

Closing the Achievement Gap
Yesterday in the Faubion K-8 School Library, 40 prominent community leaders gathered to hear about the Black Parent Initiative's newly released report on the Black/White Achievement Gap in Multnomah County Schools. Media stories are here and here, and the report itself is available here.
For me it was great to be part of this event happening in the very same school room where I volunteer with the Chess for Success program. The tables normally occupied by little kids playing chess were instead full of prominent education and community leaders contemplating a problem much more complex and meaningful than the hardest chess problem.

Our library director is retiring
Team Cogen is a little sad to announce our library director is retiring. Molly Raphael has been instrumental in helping us accomplish siting of the new Kenton Library. Beyond that, she's done wonderful things for all of our branches and is a genuinely nice person. From Chair Wheeler:
I am writing to inform you that I have accepted the resignation of Molly Raphael, Director of Multnomah County Library. It is with regret that I make this announcement, and I am deeply indebted to Molly for her leadership of one of the premier library systems in the country. Her final day at the county will be May 1. Under Molly’s guidance, and with the unparalleled engagement of staff, community members and volunteers, her accomplishments include:•Achieved ranking as highest circulating library in the country for 4 years (total circulation), higher than libraries serving communities with much greater populations (New York, Chicago, Los Angeles); current circulation is over 20 million
•Increased diversity in library employment, collections and programming to serve Multnomah County’s ethnic and cultural minorities more effectively
•Expanded literacy programs and services
•Planned for opening two new branch libraries, one in North Portland and one in Troutdale, with anticipated openings in late 2009 or 2010
•Opened all libraries 7 days a week (previously, only 5 of 17 were open all 7 days)
•Worked with the Library Foundation to bring millions of private dollars to Multnomah County Library to enhance programs and services
As you can see, she will be missed. Thank you Molly for all your work!

Weekend volunteering at Jason Lee Elementary

Jeff spend his Saturday painting Jason Lee Elementary with 40 other volunteers from Hands on Greater Portland. In three short hours, all these folks got two hallways and an office painted. It was a wonderful team effort that included City Commissioner Nick Fish and his staff, the Lincoln HS Service Team, and the volunteer group from PERS. It was a great time had by all and we can't wait until the next project. Check out the pictures on Flickr and Facebook.

Josiah Hill Clinic Receives EPA Care Grant
A Multnomah County partner, the Josiah Hill III Clinic, is the recipient of a $210,950 Environmental Protection Agency CARE grant. Jeff was at the celebration in Peninsula Park last Friday to congratulate the Josiah Hill team.
From the announcment:
The primary purpose of the grant is to reduce health risks due to exposure to environmental pollutants, specifically chemicals found in and around homes, by utilizing a community-based collaborative approach. The projects Josiah Hill Clinic will conduct include:
- Community organizing and training along with healthy environment check-ups in partnership with Multnomah County Environment Health;
- Developing a local benefit analysis of green housing/maintenance and working with property owners and managers of multi-family housing to encourage the use of green, or less toxic products in partnership with Enterprise Community Partner; and
- Developing a local business inventory to identify access sources for green products and services that residents and property owners may utilize as they take actions to reduce chemicals and toxins.
Josiah Hill III Clinic’s project partners and supporters include: Enterprise Community Partners, Multnomah County Environmental Health, Portland State University, North/Northeast Business Association, Metro, and North/Northeast Portland neighborhood residents.

PDC Seeking Projects in Convention Center URA
The Portland Development Commission is seeking new projects in the Oregon Convention Center Urban Renewal Area. They are holding an informational session next Wednesday, October 29th, 4:30 to 5:30pm.

"The PDC is currently deciding how to distribute funding within its commercial redevelopment program, which provides financial aid for property development and rehabilitation that supports the goals of urban renewal. If a project receives funding, the money typically goes toward acquisition, pre-development, construction and financing costs. Projects eligible for funding include the redevelopment of vacant buildings, preservation of historic buildings and transit-oriented development. The Convention Center urban renewal area encompasses 593 acres in Northeast Portland and is set to expire in 2013."

Cell Phone Recycling starts at Multnomah County!
Today, Multnomah County will begin recycling cell phones in the Multnomah Building and 10 other collection centers throughout the county. This follows a resolution introduced by Commissioner Jeff Cogen and passed unanimously by the Board of County Commissioners earlier this year. The county is partnering with Wireless Alliance – an electronics recycler – to collect and recycle community phones and MP3 players. There is no cost to the county or to residents who bring in their equipment.
The cell phone recycling boxes will be in the following county locations: McCoy Building, North Portland Health Clinic, Elections Building, Yeon Annex, Mid-County Health Clinic, Multnomah County East Building, Multnomah Building, Central Library, Midland Library, Hillsdale Library, and Gresham Library. Residents may bring any type of cell phone, smart phone or mp3 player to be recycled.

IRCO Champions Give Jeff a Signed Game Ball

Jeff Cogen and the Board of County Commissioners hosted some special guests at their last meeting. Team BBC, winners of their second straight championship in the Immigrant and Refugee Community Organization's (IRCO) FIRE summer basketball league, visited Jeff's office and were honored at a ceremony during the October 2nd Board meeting.

The Hollywood Senior Center
In District Two, there is a pretty cool place called the Hollywood Senior Center. Every couple of months we get a newsletter of there goings on and they seem to know how to throw a party everyday. There's ceramics class, Tai Chi, Spanish class, bunco, quilting and creative writing.
But, what has propelled me to share with you all about this center is the weekly Nintendo Wii sports and bowling tournaments! First of all, how did they get there hands on this desired game console and how cool is it to have a tournament? The festivities are every Wednesday at 1pm. Health Equity Initiative
In March 2008, Multnomah County and communities across the country launched what has been the largest discussion locally on the connections between healthy bodies, healthy bank accounts, and skin color. Unnatural Causes: Is Inequality Making Us Sick?, a documentary about the societal causes of illness, was aired in a series of public screenings followed by community discussions. Over 600 community members viewed Unnatural Causes and participated in discussions. The Multnomah County Health Equity Initiative collected the ideas participants offered on policy change and service improvements to make Multnomah County a healthy and vibrant community for all.
Commissioner Cogen strongly supports the Health Equity Initiative, appreciates the work of all the outstanding County employees involved in pulling together this effort, applauds the broad community participation we have seen so far, and urges you to consider attending one of the upcoming September or October events listed at the end of this post.

Low-Car Diet Update - Week 3
A few things I've learned on the car-less trail:
1) I love walking at least five miles a day. I'm so much nicer.
2) Commuting to work without a car is easy, and I plan to keep commuting by bus/train. I might even give up my PARKING SPOT.
3) (This could be the car-withdrawal talking) I still love my car.

Low Car Diet - Rain? Really?
So, things on the Low Car Diet have essentially gone according to plan. Karol and I are both really enjoying the bonus exercise we're getting from walking and riding the bus and Max are easy. But today, a few raindrops have reminded us what it might be like to do the low-car commute ... in 8 months of the year when its raining.
I, for one, have no clue where my umbrella is. Probably in the same place I left it that last day it rained in June. As my thoughts turn to actually using a Zip-Car to get around town, I have to admit that I was pretty bummed to learn that the closest Zip Car is oh, 1.6 miles from my house. Observe:

Low Car Diet - 1st weekend
Besides bragging incessantly about the bazillion miles I walked last week, it was a pretty low key weekend for me. My little family walked to the movie store, to the coffee shop, to the grocery store.
Karol, however, sampled a veritable smorgasbord of transportation options. She took the Max to a concert at the Zoo and reports that the riders were good-natured and friendly. She walked to her Yoga class (yes, she really is that dedicated) and car-pooled with friends to everyone's favorite Swedish superstore: IKEA. She says, "Walking everywhere makes me feel more fit, and feeling more fit makes me think I can eat more – and that’s not right!"
So true, so true. But hey, wouldn't it be great if you could eat out at a chain restaurant in Multnomah County that has 15 or more locations nationwide and have the calorie counts clearly posted next to the
price or on a clearly visible poster at the point of purchase? So you could treat yourself but know how many more miles you'll have to walk to burn it off? I think so. So does the Oregonian.

Low Car Diet - Days 3 and 4
In the immortal words of Karol Collymore, we're "still walking," five days into our Low-Car Diet. That said, at this early stage in the game, we're mostly avoiding complicated trips rather than making the effort to plan for them.
Even so, there are some things you can't avoid. Eating, for instance, is mostly a must. Same with picking up life-saving prescriptions and bringing home the bacon. In the course of doing these unavoidable tasks, we've discovered a few things that we didn't know before:

Low Car Diet - Day 2
Yesterday (just to mix things up and keep it exciting for the four people who might be reading this), instead of taking the number 6 to the Max from the Multnomah Building on Hawthorne and Grand, I walked up 7th/Sandy to 11th and the Max.
The beauty of this walk for me was getting to stroll by the Franz Bakery blocks. As most of my friends and co-workers know, I'm tragically gluten intolerant, but that doesn't stop me from loving the smell of freshly baked bread.
You can smell Franz's gluten-y delicious-ness all the way from Burnside. Even better, on the corner of the northernmost Franz block you can peer in the window as steamy loaves of bread come out of the oven and plop onto the conveyor belt. I highly recommend standing and staring at them for a while.

Low Car Diet Challenge: 1 day down, 29 to go

Yesterday morning Jeff gave the keynote speech at the 3rd annual ZipCar "Low Car Diet" kick-off in Pioneer Square. Among the 30 or so Portland participants: yours truly and Ms. Karol Collymore, communications expert extraordinaire.
Karol claims that the breezy distance between her place and work combined with her unencumbered "life status" will make her experience simple and un-blog worthy. I disagree and plan to keep you updated on her car-less trials and tribulations, too. She won't be able to resist Target's suburban lure for long. When she decides to cave - which she will - how will she get there? Public Transit? Walking? Zip Car? Oh, the mystery! The Intrigue! But I digress.
Some background on me and my commuting: I live in Central NE Portland about 1/3 of a mile from a bus line and about a mile from the blue and red line MAX. When I first moved to Portland 8 years ago, I lived really close-in; but I always drove anyway because gas was hovering around a buck a gallon. I started walking/busing more when I met my husband who walked everywhere, and even more when I sold my car on a whim.
Then we had a kid - an amazing, lovable kid - but suddenly we were driving everywhere. Then a few wine bars plopped into our neighborhood and we moved further out to find a cheaper, nicer place. The only problem? The available public transportation options = not hot.

We are collecting paper surveys at the following locations: Trixie's Beauty Bar, Red Bike Cafe, Baxter Auto Parts, Proper Eats, Anna Bannanas, Pattie's Home Plate and The Man Shop. We will be done with this phase by May 20.

The new library siting - Jeff asks the community one more time
Jeff, the libraries and facilities have narrowed the search for a library site in North Portland from three locations to two - the Tri-Met site and the N. Denver site. Both choices are equally wonderful and have positives that would make each a great library. Because these sites are so great, we'd like the community to weigh in one more time to help Jeff make that final choice.
We'll have a public meeting Thursday, May 29th, 7 to 9pm at the Masonic Lodge, 8130 N Denver Ave. Please join us!

I was driving to Goodwill on N. Lombard yesterday and I noticed a new sign. It was a little bit past Pastry Cat in St. Johns. It seems to be a new Tex-Mex BBQ place. Tex-Mex and BBQ combined could be interesting. Can't wait to try it. Did anyone else see that?

Boise and Irvington Neighborhood Association Visits
Commissioner Cogen spoke at the recent Neighborhood Association meetings for Boise (4/14) and Irvington (4/10) neighborhoods. His remarks focused on Multnomah County's role in our community, the funding challenges facing the county in the current budget cycle, and the work Commissioner Cogen is leading at the county to make our operations more efficient and better aligned with our community values. Topics he covered included Urban Renewal, Solar Power, County Digs!, and School Based Health Clinics. A short Q&A session with neighborhood association members followed Jeff's remarks at each meeting. If you are a member or leader of another District 2 Neighborhood Association and would like Jeff to visit an upcoming meeting, please give our office a call. Also, if you have an issue going on in your neighborhood, please let us know, even if you think maybe we already do know. Please contact us via email, phone, letter, or this website anytime. Drop-in to learn about the project and share your ideas on how the areas around MAX stations can be improved.
The purpose of the Eastside MAX Station Communities Project is to take a comprehensive look at station community areas within one-half mile of MAX light rail stations in Northeast and Southeast Portland.
The basic question is: How can these communities become better places? The project will evaluate and recommend changes to land use/zoning, building and station design, transit and transportation facilities surrounding six stations: 60th Avenue, 82nd Avenue, Parkrose/Sumner, 122nd Avenue, 148th Avenue, and 162nd Avenue (see map). The objective is to help the Station Communities better serve transit users, support transit-oriented development and create more attractive communities.

Bridges to Unity Summit aims to decrease violence and racism in schools - April 10th

Two hundred fifty middle school students will tackle the issues of racism and violence in schools at the third annual Bridges to Unity Summit. The summit will be held April 10, 2008 at George Middle School. The conference is titled “Building Bridges Across Cultures” and aims to help students learn how to successfully interact with other cultures, decrease conflict and gain leadership skills.
Joanne Fuller, Director of Multnomah County Department of Human Services stated, "I am pleased to support the third annual Bridges to Unity Summit. As we have seen in past youth summits, this event helps build stronger cross-cultural communication and leadership skills that help kids achieve success in their school and communities.”

Portsmouth parents: Our schools need better breakfasts
Last week I was invited to a Healthy Eating Active Living (HEAL) presentation at Portsmouth K-8 school. The HEAL program is run by Multnomah County and by all accounts is successful in this North Portland school. The main point of the presentation was that the school's teachers, principal and the County are teaching the tools these children need to be healthy and successful. The problem is, there is not enough access to healthy foods in the community and sometimes at school.

CITY PLANNERS AGREE: SJ LOMBARD PLAN MUST BE HONORED
We recently met with senior planners at the Bureau of Development Services (BDS), who will decide on any application submitted by the Walgreens developer. Staff from Commissioner Randy Leonard's office were also there. We shared your comments and concerns, and we were assured that our reading of city code is correct: the site deserves a more urban design that reflects the historic nature of our downtown business corridor. Furthermore, a drive-through will not be allowed under any circumstances.
Your thoughtful comments at our March 10 meeting strengthened our position, and we're confident that BDS will keep both our comments and the St. Johns Lombard Plan in mind.

What do you think of the Columbia River Crossing?
Today in the Oregonian, there is an update of the Columbia River Crossing project. The project is an effort to decide what kind of bridge will replace the current bridge. We've all tried to head on I-5 going North and know the hijinks that ensue during the hours between 4:30 pm and 7 pm.
A quote from the article:
"A 39-member task force of elected officials and community groups asked state highway planners to forecast the air pollution the new 12-lane bridge would generate.
Pollution from more highway traffic shouldn't be allowed to harm asthma sufferers and others, said Jill Fuglister, co-director of the Coalition for a Livable Future, a Portland-based sustainability group.
"Low-income communities are already starting with disparate health outcomes," she said at a task force meeting in January. "The effects have more impact on those communities because they're starting with more health impact.""

North Portland Library Update
Here is the library update as of March 17, 2008:
The three potential library developers in North Portland have had a chance to see our County architects’ ideas for a new North Portland library. Their proposals for the space are due to the County tomorrow, March 18th, at 1pm. These proposals are called “lease term solicitations,” which are basically tell us the charge to lease the space for the library. To get an update on the sites and who the developers are, click here to see the PDF.
After we receive the proposals, our Facilities and Library team will study them. This is estimated to take about 3 to 4 weeks. Then, that team along with Commissioner Cogen will meet to discuss the choices. Then, those choices will be brought to the Multnomah County Board of Commissioners for final vote. I’ve estimated another month in addition to the 3 to 4 week review process before a final developer is selected.

Healthy Eating, Active Living - Farmers Markets
Here at the County, we have a very cool program called the HEAL program, HEAL stands for Healthy Eating, Active Living. This program is currently active in North Portland at Portsmouth School. The HEAL program goes into schools and teach healthier lifestyles for kids and their parents.
There will be a report next week examining HEAL's progress in Portsmouth and St. Johns and we already know its been successful. The one hitch; lack of access to fresh foods. This is why our office is working with neighbors in St. Johns to start a farmers market that will be accessible to greater North Portland.
Our second meeting was last night and we had even more folks than the first one! We know its going to take a full year at least to get it off the ground so please, lend your human capital to North Portland.
Next meeting will be in April, so stay tuned!

Update on St. Johns Walgreens
Last night I attended the St. Johns neighborhood meeting. The topic? A proposed new Walgreens for the "entrance" to downtown St. Johns. If one is driving west on Lombard, it the triangular corner of Lombard, N. Richmond and N. Jersey. The drive-thru would facing N. Jersey a residential street and the dumpsters would face that street as well. The front of Walgreens would face downtown St. Johns. As one would drive up from East Lombard, they would see the back of the store.
As you can probably imagine, the crowd of 100 or so neighbors were not enthused at the idea. The position of the neighborhood association is not against the new Walgreens development, but the size that is proposed and they lack of consideration for the St. Johns/Lombard plan in terms of pedestrians, small business and smart growth.
As far as the association has been told, the site will resemble the Walgreens that is located at SE 39th and Belmont. That site is open 24 hours a day, has a drive-thru window (that is next to someone's residence and faces other homes) and had a big parking lot that is not sensitive to pedestrian traffic. The other push back is that there are 4 other pharmacies within a 3 mile radius, two in St. Johns.
Unfortunately, the developer did not join the meeting, as was expected. As we get more details, we'll post them on our site. In the meantime, if you want to make a statement about a suburban Walgreens in St. Johns or have a question, comment away. We'll collect and pass them along to the neighborhood association.

Retreat will support grandparents raising grandchildren
From Public Affairs:
Grandparents raising grandchildren face economic hardship and stress, according to AARP and The National Caregiving Alliance. In Oregon, AARP reports more than 37,500, or four percent of all children in the state live in grandparent-headed households. An additional 14,000 children (1.7%) live in households headed by other relatives. Nationally, 4.5 million children live in grandparent-headed households (6.3% of all children under age 18.)

Suburban Walgreens in St Johns?

A Suburban Walgreens in St. Johns? Our Neighborhood Deserves Better!
Come to the final public meeting with the developer on March 10 at 7pm at the St. Johns Community Center. (Come at 6:45pm, we're going to pack the place!)
Summit Development Corporation wants to build a low-end suburban Walgreens surrounded by a parking lot at the former Rose City Chevrolet site - the gateway to Downtown St. Johns. It's a bad idea.
This is a square peg in a round hole. The developer wants exceptions to Portland's development rules so he can build a suburban-style store in our historic neighborhood business district. Traffic's bad enough already. The main entrances would be on residential streets and the store is designed mainly for cars - it would be dangerous for pedestrians, bus riders, and bicyclists.
St. Johns planned for better. When our community wrote the St. Johns/Lombard Plan, we said we want good development that would
strengthen our neighborhood. Not this!

Market meeting rescheduled to March 12th
As you may remember, we have had a meeting scheduled for Tuesday March 4. Unfortunately, we will be postponing that meeting until Wednesday, March 12, 6:30pm-8:00pm. The location is TBD, but we will give notice to this soon. This date will achieve a few things:
We will be able to assign a few tasks that have yet to be completed to committee-members before this next meeting
Allows for Cathedral Park NA members to attend.
We can promote our meeting at next week's St. Johns NA meeting (3/10), where we're looking to have MANY people turn out to hear the Walgreens' developer present their updated proposal.
We will be in touch over the next 1-2 days to offer specific tasks for folks to volunteer for. If anyone has anything they'd like to jump on, please check in with us to ensure we're not duplicating any efforts (or soliciting the same donor, for example). Thanks!

A potential Walgreens in St Johns - meeting on March 10th
There is still some serious talk about a new Walgreens drug store coming to the heart of downtown St. Johns. You can hear the developer's site plans and voice your opinion at the upcoming St. Johns neighborhood meeting on March 10th. Meeting begins at 7pm at the Community Center on 8427 N. Central. As you can imagine, many residents are resistant to the idea. However, there are some voices as well that welcome a new development.
Some issues of concern: There are already two drug stores (Fred Meyer and Safeway), traffic jams at the intersection and late night lighting.
There are also positives: Accessibility for older residents, increased business and attention for St. Johns and a drug store that doesn't sell alcohol.

Farmers market meeting update
Last night the first official meeting of the St. Johns farmers market came together at Marie's. We had over 20 folks who were all excited at the possibility of a market. There were several topics covered including structure, market mission, location and funding. I'll add notes after the jump. One important question that came of out this first meeting was: What location would be best if the market was in St. Johns? Options were: St. Johns plaza in front of Dads, the Signal Station Pizza lot, the vacant car lots, Cathedral Park, and George Park by the community center. Which would you use?

North Portland loves Friends of Trees
Last weekend, Friends of Trees and their volunteers planted trees through the neighborhoods of St. Johns, Arbor Lodge, University Park, Kenton, Portsmouth and Cathedral Park. Even though it was snowing and very slushy, the volunteers were vibrant and excited to add more trees to the neighborhood.
Friend of Trees is an organization that Jeff proudly supports, evidenced by our web masthead. The pictured volunteers are planting a Japanese Persimmon in a St. Johns yard.

Farmers Market questions, answers
After our post on a potential farmers market in St. Johns, we received great enthusiasm and positive comments. A couple questions were consistent through the thread: What is our timeline and how would it affect the Kaiser market on Interstate?
First, our timeline is tentative. While we'd love for this to happen by summer 2008, we know that may not be realistic. The next steps are: forming a solid core of volunteers, writing a comprehensive plan to present to donors/sponsors, hiring a market manager, and then getting to the bones of the project that lead to a successful market.
Second, I don't think that our market would negatively affect the Interstate market on Wednesdays. Our hope is that we would support one another in this wonderful project and serve both sides of North Portland.

Last night an enthusiastic group of neighbors kicked off the first of many meetings to bring a farmers market to neighbors on the Peninsula. Part of making this happen is ensuring we'd have community support for this endeavor. So this is will be one of an occasional post to gauge interest - knowing we won't hit everyone - in a farmers market. If you are regular reader, forward this on to friends in the neighborhood.

Great find of the day: Po'Shines Cafe de la Soul
There is a lot of action in the North Portland neighborhood of Kenton. Included is a great little shop called Po'Shines Cafe de la Soul. I didn't know much about this place other than it being on my list of places to check out. This article in the Oregonian has given me some inspiration.
The cafe stands in the heart of the transforming Kenton neighborhood at North Denver Avenue and Kilpatrick Street and serves contemporary soul food that rivals menus at trendy Portland lunch spots. Yet its story is far different. The cafe is a nonprofit run by volunteers. And it's showing that a neighborhood revival can be driven by more than affluent white newcomers.

Renaming Jefferson High School?
Reading the Willamette Week today, I noticed in the Murmurs column a mention of a small group of people who want to change the name of the Jefferson High. In the column:
“When we talk about Jeffersonian democracy, what we’re really talking about is apartheid. If there were a father of racism in the United States of America, it would be Thomas Jefferson.”
This is something I don't know that anyone if our office has given much thought, but does inspire some conversation. Should a school whose population is mostly people of color be named after a president who arguably is history's most talked about slave owner? All our high schools are named after presidents and will Portland Public Schools break with that tradition? Could renaming this school start an era of success? Let us know what you think.

North Portland Scrabble


Last night was Scrabble night at Gotham Tavern in North Portland. I met two cool St. Johns neighbors and about 15 other smart Portlanders who like to play this great board game. This weekly tournament benefits Oregon Literacy - 10% of the night's profits at the Tavern goes to the organization. I finally cracked a 300 game with these folks and I felt a smug satisfaction. Believe me, if you can beat your mom, it doesn't mean you are good. These people are serious; but great fun. Lee, the reigning champion, is a St. Johns neighbor and always generous with his winnings (a $20 gift certificate from the Tavern). Come out and support Oregon Literacy and flex those brain muscles!

Mayor Potter moving office to Jefferson High School for week of January 14-18
Mayor Potter will spend the the week of the 14th at Jefferson High School in North Portland. The message posted on the Mayor's site:
Mayor Tom Potter is moving City Hall to Jefferson High School for a week to give students, parents and educators a first hand lesson in how government really works - and to showcase the opportunities, successes and challenges facing every school in Portland's six public school districts.The visit begins at first bell at 7:45 a.m. on Monday, January 14th, and concludes with the annual State of the City address on January 18th in the school auditorium. The regular Wednesday City Council meeting will also be held at Jefferson that week in the auditorium.

La Posada event with Educate Ya
Visit the Posada Fundraiser on Saturday, December 15th at 7pm and help them celebrate the holiday festivities at our traditional Mexican Posada. Meet at 200 NE 20th Ave, Suite 10 in Portland.

There is no charge, but donations are welcome.
About the tradition:
Every year starting December 16th, and following for nine consecutive nights, children parade from one designated house to another reenacting the story of Mary and Joseph and asking for shelter for the night through traditional songs. They are finally let into one house where a party awaits them! Watch as we act out this tradition and join the party afterwards!

We were driving through the gracious old suburbs of Portland, Ore., searching for a cafe that had gotten raves for its seafood, when I looked up from my map and saw a sign that resonated to the core of my bookworm soul: "Klickitat Street."
Those two words hurtled me through time and place back to childhood and the ragged paperbacks I reread until they became part of my psychic landscape.
Any reader worth her salt knows that Klickitat Street is where Henry Huggins and Ramona and Beezus (née Beatrice) Quimby lived in the classic children's books by Beverly Cleary. For me, they weren't just characters, they were real children, filled with the desires, dilemmas and annoyances that consumed my own life. I could almost hear them playing a few blocks down the street. And I longed to share their adventures.

Multnomah County to offer cell phone recycling
This morning the Board unanimously passed a resolution, brought forth by Commissioner Cogen, to offer cell phone recycling in various county buildings. The buildings chosen are sprinkled all over the county in locations as diverse as the McCoy Building downtown to the Gresham Library. A full list of locations after the jump.
Of the 130 million mobile phones retired annually in the United States every year, less than 1% are recycled, and it is estimated that consumers have stored 500 million obsolete cellular phones that await disposal. Cellular phones in landfills can leach toxic substances into the water and air. Disposal of cellular phones into solid waste in Oregon is a public concern both from a health and resource depletion perspective. Among the toxic metals and other materials present in cellular phones, as reported by the EPA, are:
Lead – can damage the central and peripheral nervous systems, blood systems, and kidneys
Chromium VI – can damage DNA and has been linked to asthmatic bronchitis
Brominated Flame Retardants – act as endocrine disrupters and increase the risk of cancer of the digestive and lymph systems.
This program is also revenue neutral for the County. According to Jeff, "The County’s function is to protect the health and safety of our residents. This is a no-cost way for us to do that by keeping toxics out of our waste stream while supporting local businesses, promoting sustainability and helping provide funding for our libraries and environmental programs."

Our library siting search for locations has just gone from 4 locations to 3. The Hope Meadows location in the Portsmouth neighborhood has taken their hat out of the ring. What's in a street name?
What streets get what names? Will Cesar Chavez get a street name in the City of Portland? The debate rages on and a new street option - 4th Ave downtown - seems like might be the next option to be renamed. Even though our office isn't involved in the decision, we got several opinions from our North and Northeast Portland constituents, for and against renaming, on our site and in our inboxes.

Get a tree at Friends of Trees
One of the coolest non-profits in town, Friends of Trees, is gearing up for planting season. There are many of our district's neighborhoods on the list and I'll tell you what they are after the jump. Visit the Friends of Trees site and check for your neighborhood. If it's on the list for planting, sign up. They'll sell you a tree starting at $35 and no higher than $75. If you've ever tried to buy a tree, you know this is a great deal.
On the website, they'll help you select a tree based on height, width of the strip and whether it will interfere with power lines. My favorite tree, the Chinese Dogwood, is on the list and I want one! Trees are a wonderful addition to any neighborhood. Good for your landscape, great for the environment and increases the value of your home if and when you want to sell. See if your neighborhood is on the list and get yourself a new tree!

North Portland has a "restaurant row?"
Our office extols the virtues of North Portland all the time. I live there and love it and I was secretly happy that Portlanders hadn't "hipstered" Portsmouth and St. Johns. Alas, its happening, but in a very wonderful way - with food. Our great neighborhoods continue to be exposed and The Oregonian has invited visitors to us yet again. "Nibble your way along North Lombard" is the title of the article. I've visited almost all the places on the list, but I'll give a shout out to my favorite - Encanto Restaurant.
Mike Martinez has opened a heavenly place for transplants from New Mexico. Now, don't be confused. Mexican food and New Mexican foods are very different in many tasty ways so go with an open mind. I also forgot to warn my friend who recently tried it that it's a little spicy. Ok, some dishes are HOT HOT HOT, and not everyone can handle that much chile. I recommend the carne adovada stuffed sopaipilla (HOT), green chile stew(MILD) and and the chicken quesadilla(not hot at all). There are plenty of vegetarian options, but I haven't tried any of those because I don't want to waste space...I kid.

Scrabble Tourney for Oregon Literacy
I love Scrabble! To me, I just don't want to win, but more to crush the competition with the power of my extensive (so I think) vocabulary. There is nothing more satisfying than laying down those smooth wood tiles, forming a word your sparring partner has never heard, and being right. Man, I love that. Library meeting coming this Thursday in North Portland
This Thursday, October 11th will be another meeting to discuss possible sites for a new library for North Portland. The meeting is at 512 N Killingsworth at the Killingsworth library branch, upstairs. There will be four locations under discussion; three in Kenton and one in Portsmouth.
We want to be clear: we are not closing any of the other two branches currently in North Portland. We will keep the official North Portland library on Killingsworth and the St. Johns library. If you cannot make the meeting, please feel free to comment on our blog. Comments that have been emailed to Jeff or me have been kept and will be considered, thank you for those.
There will be a THIRD meeting on November 13th at the Historic Kenton Firehouse.

That's why my family is heading to LEAD SAFE Portland, an event sponsored by the Lead Safe Families Coalition Sunday, October 28th from 12-2pm at Matt Dishman Community Center (77 NE Knott St.)

Team Cogen's weekend plans
Here in District 2, we are close to a wonderful organization called Hands on Greater Portland. Jeff was president of the board and ensured through his work that it is the solid volunteer organization that it is today.
Every year they have an event called "Cares Day." Hands On picks several things that need to get done around the city - enhancing elementary schools, helping Schoolhouse Supplies, stocking Oregon Food Bank - with large groups of volunteers that pitch in to work for about 4 hours. Hands On has rounded up some great sponsors, including, Comcast, NW Natural and Adidas. Even better, the Comcast sites have donuts.

Sellwood, Burnside Bridge Closures
From the Public Affairs Office:
Burnside Bridge expected to reopen next week
The Burnside Bridge is expected to reopen to motor vehicles late next week after being closed several weeks to replace parts of a hinge that attaches the counterweight to the lift span. The bridge will not be ready to reopen on Monday, October 8 as originally planned. The target date for reopening is four or five days after October 8.

Developer Withdraws Big-Box Permit
It's official, Canadian developer Smartcentres has withdrawn its application for a conditional use permit that would have allowed the construction of a 240,000 square foot development across the street from Madison High School.
Smartcentres has until February to submit other plans, but until then the neighborhoods that mobilized against the development are celebrating and collecting ideas for alternative developments. Thoughts? Leave them here!

A New Walgreens in St Johns?
We've gotten a few comments questioning the placement of a Walgreens in St. Johns. Some people think it's fine, others don't want it at all. St. Johns Neighborhood Association is having a meeting focused only on upcoming neighborhood development projects Monday, October 8th at the St. Johns Community Center. The meeting starts at 7pm.

Roseway Neighborhood Association raises money to fight big-box development
Roseway Neighborhood Association does not want a big-box store in their neighborhood so they raised money to help the "Save Madison South Coalition" in their fight against SmartCentres, a Canadian shopping center developer and frequent partner of Wal-Mart. New business in Portsmouth
While I typically try to avoid work on the weekends, I went to a cool event in Portsmouth on Saturday. The Little Red Bike Cafe was holding their grand opening in conjunction with their neighbors, Trixie's Beauty Bar's first anniversary.

The Little Red Bike is a very cute place with delicious looking sandwiches and great coffee that is made locally and delivered by bicycle. All the proceeds from their fun event went to Safe Routes to School program. Check them both out while supporting North Portland businesses.

North Portland Business Association breakfast

Jaime Potts, designer and owner of Atomic Daylight in St. Johns
Jeff and I attended the North Portland Business Association Breakfast this morning at Dad's Restaurant in St. Johns. Some of the regulars were there like Nancy the St. Johns library director, Mike Verbout, and Rick Merck of Merck Realty. There were some new faces of an ever-changing North Portland like Tracy Menasco Nelson, owner of Trixie's Beauty Bar and Jaime Potts, pictured above. Jeff shared with the group his beginnings as the owner of Portland Pretzel Company and reaffirmed his commitment to keeping small business in mind while developing effective government. The group also heard about our ongoing solar project and more about the new library coming to North Portland. Some of the things announced at the breakfast after the jump.

New Walgreens drug store in St. Johns?
Yesterday, our office got wind that the old Rose City Chevrolet/Sterling Auto Center on North Lombard in St Johns may soon be converted into a Walgreens drug store. I've been looking around to confirm this rumor. Our question is, have you heard this rumor? If it's true, how do you feel about Walgreens coming to St Johns? How do you feel about the new influx of businesses: Legong Gelato, Atomic Daylight boutique, and Leisure Pub?

Library meeting update, more dates
There were about 30 people at the meeting about siting a new library for North Portland last Thursday night. It was a lively presentation, emceed by Mike Verbout. I'll provide the notes we took after the jump. We were lucky to have the property developers attend the meeting. Each developer gave enthusiastic support for their sites and talked about the positive aspects.
There will be two more meetings coming up around this siting. The next one will be Thursday, October 11th at the North Portland Library at 6pm. The final meeting will be Tuesday, November 13th at the Historic Kenton Firehouse at 6pm as well. Please join us for these meetings!

Renaming Interstate: The Outcome Is Important, But So Is The Conversation
Our office has been carefully listening to the widening debate in our district over the renaming of Interstate Avenue as César Chávez Boulevard. The City of Portland will ultimately accept or reject the petitions being circulated for and against the change. Each person in our office has a perspective on the topic, so we’re not exactly surprised by the major disagreement unfolding in our community. We write about it today however, because we’re deeply disturbed by an undercurrent of racism and mean spiritedness that is weaving its way into the conversation.
It should be pointed out that street name changes are rarely without controversy. A geographic memorial to the past, they touch neighborhoods, social groups and ethnicities that may not identify with the person being memorialized. Take for example the story of the renaming of Crawford Road to Pulaski Road in Chicago in the early 1900s. From Dr. Derek Alderman’s "Street Names as Memorial Arenas":

Convention Center Hotel
Today's Oregonian included a front page story on Metro's upcoming vote on a Convention Center hotel. It reports on a funding gap and the need for an annual public subsidy, at least for the first 8 years.
While this is not directly a Multnomah County matter, it could affect local property taxes, a portion of which fund Multnomah County. There are several ideas for covering the funding gap including creating a new business improvement district, raising the hotel/motel tax, and getting funding from the Oregon Lottery. Possible sites for a new library in North Portland
As you've no doubt heard, a new library is coming to North Portland. To clarify, there are no plans at all to close the "Killingsworth" library - formally known as the North Portland library - or the St. Johns library. Our goal is to place a new library in the center of both existing libraries to provide more access to everyone.
If you clink on the "download file" link below, you will see what will be presented at the public library meetings. There are options for new library sites as well as explanations. TONIGHT, 9/20/07, there will be a public meeting at the University Park Community Center starting at 6pm. Jeff will be there, along with our library executive director, Molly Raphael. North Portland Gathering of Neighbors Recap

Last night, Jeff and I went to the NOPO Gathering of Neighbors out in St. Johns, at Patties Homeplate Cafe. It was a great atmosphere and Pattie served us all half sandwiches and salad on the house. There were about 60 people there, most all with something to share with the group. There was even a little eyebrow raising with folks talking about whether to rename Interstate Ave. to Cesar Chavez Blvd. and issues around low-income housing. Most neighbors talked about their upcoming activities and invited folks to come along.

The North Portland Gathering of Neighbors

Our Next GATHERING is Sept. 11th at Pattie’s Home Plate Café and our hosts are the newly formed Lion’s Club. In case you might not know, Pattie’s is just across the street from the US Bank parking lot that faces Lombard Street and across the street from the Children’s Relief Nursery.
That’s Tuesday, September 11th starting at 5 pm and concluding no later than 7pm. A light supper is provided.

Jeff is planning to testify against the conditional use permit because he believes a development that size (and with thousands of additional car trips) will make neighborhood streets more dangerous. The Road to Libraries are Paved With...Meetings!
There will be a new library coming to North Portland and residents are excited. We are referring to this project as the "New NOPO Library" to be as hip and/or as irritating as possible.
The first public meeting to get opinions and comments from our NOPO neighbors is September 20th at the University Park Community Center from 6pm to 8pm. It will be moderated by North Portland mainstay Mike Verbout, retired principal of James John Elementary.
You can also start talking about it now! What does your perfect library look like? What would it offer for the community? Where in North Portland would you site it?

Cool Event in Arbor Lodge
The Oregon Symphony is coming to Arbor Lodge Park on Saturday, August 25th. Festivities start at 2:30pm with a Fun Afternoon Fest that includes: Penny's Puppet Productions, Alan Arnes, Ethos Student Jazz Combo, Dorothy Butler, Xavier Tabera's Classic Cuban Band, SEI's Drum Line, SEI's Sounds of Soul Choir, and many more. There will be food, arts and crafts, and lots of fun. The Oregon Symphony will start at 7pm.

Composting at the County
This morning I had the pleasure of talking to Jane at the Juvenile Justice Center. She handles all things food and service related with that building and has a warm spot for saving children and the Earth. She currently runs a composting program at the Center that collects the food waste from the kitchen and the meals; reducing the amount of trash that gets collected. Jane appreciates that saving the Earth comes at a current cost, but lowers overall costs - to the wallet and the planet - in the long run. Great job, Jane!

Renaming Interstate?
There is some very serious talk around Portland that we may again rename a street to honor a civil rights hero. This time, it's Cesar Chavez.
Americans are getting better - albeit slowly - about sharing the history of our country and including those who are continuously left out. This street renaming follows in the footsteps of Union Ave becoming Martin Luther King Boulevard and Portland Boulevard becoming Rosa Parks Way. But is renaming a street the way to encourage learning about our past?

National Night Out in various neighborhoods around the city
National Night Out is being celebrated around Portland in various forms on August 7th. In St. Johns, there is a large neighborhood BBQ to commemorate is great program. According to the National Night Out website:
The "24th Annual National Night Out" (NNO), a unique crime/drug prevention event sponsored by the National Association of Town Watch (NATW), has been scheduled for Tuesday, August 7, 2007.
NATIONAL NIGHT OUT is designed to:
• Heighten crime and drug prevention awareness;
• Generate support for, and participation in, local anticrime programs;
• Strengthen neighborhood spirit and police-community partnerships; and
• Send a message to criminals letting them know that neighborhoods are organized and fighting back.

The work continues toward a new North Portland library
Many North Portland neighbors are looking forward to a new North Portland library. Currently, the 5th "quadrant" has are two great branches - St. Johns and North Portland - and needs another branch in the middle of these two locations. The levy passed in 2006 alloted funds for this new location and we are working hard to ensure this project happens in a timely manner.

NOPO Business Association BBQ - Recap

Yesterday Jeff and I attended the North Portland Business Association BBQ. Tanya Scott - New Orleans transplant and owner of the Orleans Candle Company - made a feast of pulled pork, beef brisket, corn cake, beans and potato salad. If that wasn't enough, there was fruit, chips and plenty of drinks.

8,000 Horsepower Engines...Idling Overnight?

Jubitz Truck Stop
At the huge Jubitz truck stop complex just off the I-5 in North Portland, an exciting new installation will help clear our air, reduce global warming, and waste less fuel. What is it?? It's a set of 34 truck parking spaces that will now be offering electrical hook-ups to power the air-conditioners, heaters, and other creature-comforts used by truckers parked overnight or at rest. Currently, most of our nation’s truckers keep their engines idling for hours at a time to support the in-cab comforts they need to make their trucks livable. But it doesn't have to be that way! This practice is a waste of diesel fuel and money, not to mention a major source of greenhouse gas and particulate emissions. Electrical hookups are a viable and cleaner alternative to acheiving the same end. Jeff Cogen's no-idling policy -- adopted by the County and jointly by a group of private partners early this summer -- is aimed at going for the same low-hanging fruit in energy conservation that this truck stop measure aims at. No-idling policies and electrified truck stop stalls are two simple and cost effective actions we can take today to help face up to global warming, reduce our dependence on foreign oil, and clean our air. See this article from the Portland Tribune for more information on the very ground breaking project at Jubitz truck stop, which was sponsored by Governor Ted Kulongoski, Oregon DEQ, Oregon Solutions, the Oregon Department of Energy, EPA, and The Climate Trust. The project was installed and will be managed by a private partner called Shurepower Technologies. Attached is a photo I took at the ribbon cutting and project launch last week!

Neighbors Mobilize Against Big-Box
Neighbors in the Roseway and Madison South neighborhoods are mobilizing against a new "big box" development planned across the street from Madison High School.
Canadian Developer SmartCentre has requested a conditional use permit from the City of Portland to build a 240,000 square foot commerical development on an old land fill. The land is currently zoned for a 60,000 square foot building - the size of your neighborhood Safeway or New Seasons.
