Community Immunization Clinic will move to new location
The Multnomah County Health Department Community Immunization Clinic is moving to a new location effective June 22, 2009. The clinic, located at 5329 NE Martin Luther King Jr. Blvd (corner of MLK and Killingsworth), will move downtown to 426 SW Stark Street, 3rd Floor, where several other Health Department services are located. The clinic will be open on Mondays by appointment (503.988.3828 Ext. 26692) and Tuesdays on a walk-in basis. The clinic is accessible by all major bus lines and by MAX.
The last walk-in clinic at the MLK location will be Tuesday, June 9. There will be no immunization services on Thursday, June 11 and the week of June 15 during the period of the move.
The June and July clinic schedules can be accessed online at www.mchealth.org/immunizations or by calling 503.988.3828 Ext. 26692.

County Receives Clean Diesel Grant Funding
Multnomah County and the City of Portland jointly received $498,000 in grant funds yesterday from the U.S. Environmental Protection Agency and Oregon Department of Environmental Quality to fund clean diesel retrofits on County and City owned heavy diesel construction equipment. In a ceremony at the City Fleet Department's Kirby Garage, Commissioner Cogen spoke about the very serious health impacts of diesel emissions, and the County's plans to retrofit our own fleet of diesel construction vehicles. Commissioner Cogen has led Multnomah County's effort to reduce construction diesel emissions in our community, which are surprisingly put out more diesel pollution each year than all the diesel trucks, cars and busses on our roads. Library’s used bookstore closed for construction May 4-30
The Title Wave Used Bookstore will be closed from Monday, May 4, through Saturday, May 30, during the construction of an access ramp to the store. The Title Wave will reopen on Monday, June 1.

Trimet hearing on bus line closures: April 7
Many District 2 residents will be directly affected by the potential bus line closures; specifically the #33. Jeff wrote directly to Fred Hansen to ask him to reconsider keeping the #33 running.
Public hearings will be held at the Portland Building (1120 SW 5th) on April 7th from 4 to 7pm. Trimet will be listening to residents opinions on the bus closures, schedule and route changes. Trimet will also accept public comments through April 10th. Visit their website here.

Town hall with your representatives this weekend, March 14th
Representative Chip Shields, Representative Tina Kotek and Senator Carter will host a town hall meeting to discuss legislative issues with constituents this weekend.
The Oregon Legislature has been in session for 50 days. So far Legislators have managed to close the gap in the 2007-2009 budget and save school days and vital human services. The House of Representatives has also passed the first installment of our stimulus package to help jump start shovel-ready construction jobs and the Housing Opportunity Bill, which provides funds for more affordable housing.

Closing the Achievement Gap
Yesterday in the Faubion K-8 School Library, 40 prominent community leaders gathered to hear about the Black Parent Initiative's newly released report on the Black/White Achievement Gap in Multnomah County Schools. Media stories are here and here, and the report itself is available here.
For me it was great to be part of this event happening in the very same school room where I volunteer with the Chess for Success program. The tables normally occupied by little kids playing chess were instead full of prominent education and community leaders contemplating a problem much more complex and meaningful than the hardest chess problem.

Josiah Hill Clinic Receives EPA Care Grant
A Multnomah County partner, the Josiah Hill III Clinic, is the recipient of a $210,950 Environmental Protection Agency CARE grant. Jeff was at the celebration in Peninsula Park last Friday to congratulate the Josiah Hill team.
From the announcment:
The primary purpose of the grant is to reduce health risks due to exposure to environmental pollutants, specifically chemicals found in and around homes, by utilizing a community-based collaborative approach. The projects Josiah Hill Clinic will conduct include:
- Community organizing and training along with healthy environment check-ups in partnership with Multnomah County Environment Health;
- Developing a local benefit analysis of green housing/maintenance and working with property owners and managers of multi-family housing to encourage the use of green, or less toxic products in partnership with Enterprise Community Partner; and
- Developing a local business inventory to identify access sources for green products and services that residents and property owners may utilize as they take actions to reduce chemicals and toxins.
Josiah Hill III Clinic’s project partners and supporters include: Enterprise Community Partners, Multnomah County Environmental Health, Portland State University, North/Northeast Business Association, Metro, and North/Northeast Portland neighborhood residents.

PDC Seeking Projects in Convention Center URA
The Portland Development Commission is seeking new projects in the Oregon Convention Center Urban Renewal Area. They are holding an informational session next Wednesday, October 29th, 4:30 to 5:30pm.

"The PDC is currently deciding how to distribute funding within its commercial redevelopment program, which provides financial aid for property development and rehabilitation that supports the goals of urban renewal. If a project receives funding, the money typically goes toward acquisition, pre-development, construction and financing costs. Projects eligible for funding include the redevelopment of vacant buildings, preservation of historic buildings and transit-oriented development. The Convention Center urban renewal area encompasses 593 acres in Northeast Portland and is set to expire in 2013."

Cell Phone Recycling starts at Multnomah County!
Today, Multnomah County will begin recycling cell phones in the Multnomah Building and 10 other collection centers throughout the county. This follows a resolution introduced by Commissioner Jeff Cogen and passed unanimously by the Board of County Commissioners earlier this year. The county is partnering with Wireless Alliance – an electronics recycler – to collect and recycle community phones and MP3 players. There is no cost to the county or to residents who bring in their equipment.
The cell phone recycling boxes will be in the following county locations: McCoy Building, North Portland Health Clinic, Elections Building, Yeon Annex, Mid-County Health Clinic, Multnomah County East Building, Multnomah Building, Central Library, Midland Library, Hillsdale Library, and Gresham Library. Residents may bring any type of cell phone, smart phone or mp3 player to be recycled.

The Hollywood Senior Center
In District Two, there is a pretty cool place called the Hollywood Senior Center. Every couple of months we get a newsletter of there goings on and they seem to know how to throw a party everyday. There's ceramics class, Tai Chi, Spanish class, bunco, quilting and creative writing.
But, what has propelled me to share with you all about this center is the weekly Nintendo Wii sports and bowling tournaments! First of all, how did they get there hands on this desired game console and how cool is it to have a tournament? The festivities are every Wednesday at 1pm. Boise and Irvington Neighborhood Association Visits
Commissioner Cogen spoke at the recent Neighborhood Association meetings for Boise (4/14) and Irvington (4/10) neighborhoods. His remarks focused on Multnomah County's role in our community, the funding challenges facing the county in the current budget cycle, and the work Commissioner Cogen is leading at the county to make our operations more efficient and better aligned with our community values. Topics he covered included Urban Renewal, Solar Power, County Digs!, and School Based Health Clinics. A short Q&A session with neighborhood association members followed Jeff's remarks at each meeting. If you are a member or leader of another District 2 Neighborhood Association and would like Jeff to visit an upcoming meeting, please give our office a call. La Posada event with Educate Ya
Visit the Posada Fundraiser on Saturday, December 15th at 7pm and help them celebrate the holiday festivities at our traditional Mexican Posada. Meet at 200 NE 20th Ave, Suite 10 in Portland.

There is no charge, but donations are welcome.
About the tradition:
Every year starting December 16th, and following for nine consecutive nights, children parade from one designated house to another reenacting the story of Mary and Joseph and asking for shelter for the night through traditional songs. They are finally let into one house where a party awaits them! Watch as we act out this tradition and join the party afterwards!

Stumbling on the Portland neighborhood that inspired children's writer Beverly Cleary.

We were driving through the gracious old suburbs of Portland, Ore., searching for a cafe that had gotten raves for its seafood, when I looked up from my map and saw a sign that resonated to the core of my bookworm soul: "Klickitat Street."
Those two words hurtled me through time and place back to childhood and the ragged paperbacks I reread until they became part of my psychic landscape.
Any reader worth her salt knows that Klickitat Street is where Henry Huggins and Ramona and Beezus (née Beatrice) Quimby lived in the classic children's books by Beverly Cleary. For me, they weren't just characters, they were real children, filled with the desires, dilemmas and annoyances that consumed my own life. I could almost hear them playing a few blocks down the street. And I longed to share their adventures.

Multnomah County to offer cell phone recycling
This morning the Board unanimously passed a resolution, brought forth by Commissioner Cogen, to offer cell phone recycling in various county buildings. The buildings chosen are sprinkled all over the county in locations as diverse as the McCoy Building downtown to the Gresham Library. A full list of locations after the jump.
Of the 130 million mobile phones retired annually in the United States every year, less than 1% are recycled, and it is estimated that consumers have stored 500 million obsolete cellular phones that await disposal. Cellular phones in landfills can leach toxic substances into the water and air. Disposal of cellular phones into solid waste in Oregon is a public concern both from a health and resource depletion perspective. Among the toxic metals and other materials present in cellular phones, as reported by the EPA, are:
Lead – can damage the central and peripheral nervous systems, blood systems, and kidneys
Chromium VI – can damage DNA and has been linked to asthmatic bronchitis
Brominated Flame Retardants – act as endocrine disrupters and increase the risk of cancer of the digestive and lymph systems.
This program is also revenue neutral for the County. According to Jeff, "The County’s function is to protect the health and safety of our residents. This is a no-cost way for us to do that by keeping toxics out of our waste stream while supporting local businesses, promoting sustainability and helping provide funding for our libraries and environmental programs."

Scrabble Tourney for Oregon Literacy
I love Scrabble! To me, I just don't want to win, but more to crush the competition with the power of my extensive (so I think) vocabulary. Team Cogen's weekend plans
Here in District 2, we are close to a wonderful organization called Hands on Greater Portland. Jeff was president of the board and ensured through his work that it is the solid volunteer organization that it is today.
Every year they have an event called "Cares Day." Hands On picks several things that need to get done around the city - enhancing elementary schools, helping Schoolhouse Supplies, stocking Oregon Food Bank - with large groups of volunteers that pitch in to work for about 4 hours. Hands On has rounded up some great sponsors, including, Comcast, NW Natural and Adidas. Even better, the Comcast sites have donuts.

Sellwood, Burnside Bridge Closures
From the Public Affairs Office:
Burnside Bridge expected to reopen next week
The Burnside Bridge is expected to reopen to motor vehicles late next week after being closed several weeks to replace parts of a hinge that attaches the counterweight to the lift span. The bridge will not be ready to reopen on Monday, October 8 as originally planned. The target date for reopening is four or five days after October 8.

Interstate re-naming meetings coming up!
There are two upcoming opportunities to share your opinion on the potential renaming of Interstate Ave. to Cesar Chavez Boulevard.
The first is Wednesday, Oct. 3rd from 6:30pm to 8pm at Ockley Green School, in the gym. The second is Tuesday, Oct. 9th, same place and same time.

Convention Center Hotel
Today's Oregonian included a front page story on Metro's upcoming vote on a Convention Center hotel. It reports on a funding gap and the need for an annual public subsidy, at least for the first 8 years.
While this is not directly a Multnomah County matter, it could affect local property taxes, a portion of which fund Multnomah County. There are several ideas for covering the funding gap including creating a new business improvement district, raising the hotel/motel tax, and getting funding from the Oregon Lottery. Renaming Interstate?
There is some very serious talk around Portland that we may again rename a street to honor a civil rights hero. This time, it's Cesar Chavez.
Americans are getting better - albeit slowly - about sharing the history of our country and including those who are continuously left out. This street renaming follows in the footsteps of Union Ave becoming Martin Luther King Boulevard and Portland Boulevard becoming Rosa Parks Way. But is renaming a street the way to encourage learning about our past?

Here Comes IKEA - Traffic advisory for PDX
Lots of folks here in Northwest Oregon make the trip up to Seattle to do a little IKEA shopping. Now, they only have to go as far as PDX. The new IKEA opens Wednesday, July 25th. There will be traffic issues. Please read the following advisory if you are going to or from the airport next week:

SCAM: Rebuilding Morning Star Baptist Church
We've been called by the pastor of Morning Star Baptist Church and been told this was a scam.
A few months ago, Morning Star Baptist Church in Northeast Portland burnt down in a horrible fire. The Ghetto Risen Foundation will present "King Solomon Lives - a Nubian Love Story" with all proceeds going towards the rebuilding of this church. This play will be performed August 11th at New Hope Community Church, located at 11731 SE Stevens Rd in Gresham. Seats are $45, VIP balcony are $65. There will be a matinee at 3pm and evening show at 8pm. Tickets will be on sale at all Christian Supply outlets. For locations call: 503-256-4520

New Multnomah County No Idling Policy
On April 26, 2007 the Board of County Commissioners passed Resolution 07-073 which directed the Office of Sustainability and Fleet Services Division to create and once adopted, implement policies to reduce benzene pollution in Multnomah County. The BENZENE REDUCTION POLICY was adopted by the BCC on June 28, 2007.
The first step is to educate County employees on the dangers of benzene and to promote campaigns to reduce benzene exposure. You will soon begin to see reminder signs and labels at County facility loading docks and in County vehicles.
