Want to do something good for our local environment in the great outdoors? Join the Multnomah County Green Team for the next Volunteer Cleanup Day of the Green Team's Adopt-A-Road site! The Green Team is a sponsor of a segment of roadway in East Multnomah County, Marine Drive between Interlachen Lane and 207th. Cleanups last about two hours. We usually meet for lunch afterwards.

Commissioner Jeff Cogen expressed concern about the cost, given the county's precarious finances, and wondered whether leasing space might be a more frugal option. Wheeler said he appreciated Cogen's concerns, but said the decision about a courthouse was about more than dollars and cents.

Morrison Bridge Bike and Pedestrian Path update
A new path for bicyclists and pedestrians is taking shape on the south side of the Morrison Bridge. Work on the path began in late March and is expected to be completed by December.
By late August, new concrete sidewalks had been poured, except for locations where new drains for storm water will be installed. Filters will be installed in the catch basin drains on the river spans to remove pollutants from storm water before the water drains to the river.

Federal stimulus funds new Halsey Street sidewalks
New sidewalks are coming to a section of NE Halsey Street in Wood Village, thanks to funding from the American Recovery and Reinvestment Act of 2009. A grant to Multnomah County from the federal stimulus bill will pay for new sidewalks along Halsey St. between NE 238th Drive and NE 244th Ave.

Upper section of Larch Mountain Road reopens
Multnomah County has reopened the upper section of Larch Mountain Road beyond milepost 10 in rural East County. Larch Mountain Road is the highest road in Multnomah County’s jurisdiction, reaching an altitude of 4055 feet. Each winter, the county closes public access to recreation areas off upper Larch Mountain Road by installing a snow gate. Opening the mountain road for recreational users happens when snow levels decline. Reopening the gate provides vehicle access all the way to the view parking lot at milepost 14.5. The road opened relatively late this year due to heavy snowfall at low elevation.

Multnomah County today advised voters that Friday, May 15, should be considered the last day for voters in Multnomah County to safely mail ballots in time for the May 19 Special Election. Ballots must be received by 8:00 p.m. on Tuesday, May 19 to be counted. Postmarks do not count.

Postal rate increase takes effect May 11; Special Election ballots due May 19
Multnomah County Elections reminds voters that the U.S. Postal Service will increase postage rates before the May 19 Special Election.
Postal rates will increase from 42 cents to 44 cents on May 11. Voters who mail their ballot back before May 11 won’t need to add the additional two cents to the cost of a first class stamp. A “Forever” stamp will work for the entire May 2009 balloting period.

Multnomah County Elections announces that the U.S. Postal Service has begun mailing ballots today, Friday, May 1, for the May 19 Special Election. Each registered voter will receive a ballot. All ballots should be delivered by Wednesday, May 6. Multnomah County voters who do not receive a ballot by Wednesday, May 6 can call the Elections office at 503-988-3720.

Some Multnomah County residents have reported receiving electronic messages claiming that Multnomah County has locked their debit card and action is required to “reactivate” that card. This is a fraudulent message. Multnomah County never sends email messages of this sort.
If you receive such a message, please disregard it and do not call any numbers included, open any attachments, or follow any links contained in the message. You can also forward suspicious e-mails to the Federal Trade Commission at: spam@uce.gov or contact them at 1-877-IDTHEFT (438-4338).

The Morrison Bridge will be closed Sunday, March 8 from 7:00 am until as late as 3:00 pm while crews complete annual maintenance work. The work is not weather dependent. The bridge will reopen as soon as work is completed. The closure will impact motor vehicles, pedestrians, and bicyclists. River traffic will not be impacted.

Sellwood Bridge closed Saturday during community event
The Sellwood Bridge will be closed to motor vehicle traffic for a brief period on Saturday, January 31 between 10:00 and noon during a community event. A community-organized March to the Bridge down SE Tacoma Street will close the bridge to motor vehicle traffic for less than one hour. During the bridge closure, through traffic should use an alternate route such as the Ross Island Bridge.
Multnomah County maintains the Sellwood Bridge, five other Willamette River bridges, and more than 300 miles of roads.

Closure of NE 223rd Ave. in Fairview starts this week
NE 223rd Avenue will close between Sandy Blvd. and Bridge Street on Monday, January 26 for an extended period as Multnomah County begins a long-awaited road improvement project. A narrow section of NE 223rd Avenue in the City of Fairview will be widened and a railroad bridge above the road will be replaced with a longer bridge. The road closure will begin after the morning commute on Monday, at approximately 9:00 am.

Sellwood Bridge task force meeting on January 19
The Community Task Force for the Sellwood Bridge Project will meet on Monday, January 19 from 5:30 pm to 8:30 pm at OMSI, 1945 SE Water Avenue. At the meeting, the task force is expected to recommend a preferred alternative to provide a long-term solution for the bridge. The preferred alternative will specify the alignment and cross-section of the bridge, how it connects with roads on the east and west sides of the river, and whether it will include a new bridge or a rehabilitation of the existing bridge.

Widening of NE 223rd Ave. will close road in 2009
A long-awaited road improvement project will be constructed in the City of Fairview this year. A narrow section of NE 223rd Avenue will be widened and a railroad bridge above the road will be replaced with a longer bridge. The construction will require NE 223rd Ave. to close between Sandy Blvd. and Bridge Street. The closure is tentatively scheduled to begin Monday, January 26 and last through most of 2009.

Historic Columbia River Highway has reopened in Troutdale. The road was closed due to high water near a railroad trestle between Multnomah County Animal Services at 1700 W Historic Columbia River Highway and Edgefield Court, approximately 1/8th of a mile to the east.

Upper Larch Mountain Road to close for winter
Multnomah County Transportation will close the upper section of Larch Mountain Road in the Columbia Gorge by noon on Friday, November 28 for the winter season. Every autumn the county closes upper Larch Mountain Road by installing a snow gate near mile post 10. The closure protects the traveling public from adverse weather conditions and reduces maintenance costs associated with snow removal. The gate is opened each spring. Larch Mountain Road is the highest road in Multnomah County, reaching an altitude of 4055 feet.

Reminder: Property tax payments due November 17
The deadline is fast approaching for nearly 300,000 Multnomah County property owners who have received property tax statements to make payment in full to receive a discount. Taxpayers will receive a three percent discount if the full amount is received at the Multnomah County Assessment, Recording and Taxation office, or postmarked on or before Monday, November 17, 2008.
Taxes may also be paid without discount in three installments due November 17, 2008, February 16, 2009 and May 15, 2009. Multnomah County encourages taxpayers to pay early to avoid delays, receive the discount, and avoid interest charges on late payments.

Morrison Bridge temporarily closed
A two-car accident on the southwest side of the Morrison Bridge will close the bridge until 4:30 – 5 pm while crews clean up debris and police investigate the accident. Three people were injured in the crash and taken to local hospitals. Police and fire crews are on the scene. The crash occurred near the west bridge tower on the south side of the bridge at about 3:20 pm.

Hawthorne Bridge is now open
The Hawthorne Bridge reopened at 3:25 pm today after a 6 1/2-hour closure for an emergency cable repair. During the closure a county crew removed a damaged section of steel cable that helps pull up the lift span during openings for river traffic. A twenty-foot section of new cable was installed and clamped to the undamaged portion of the old cable. This temporary fix will remain in place for one to two months while a new full-length cable is manufactured and installed.

October is a popular time for people to visit Sauvie Island to purchase pumpkins, visit corn mazes and take in the rural beauty. The extra visitors can also create traffic jams on the island, which has narrow roads and just one bridge to get people on and off the island. Congestion is at its worst on sunny weekends in the middle of October.

Bridge closures for the Sunday Portland Marathon Oct 3rd
at times on Sunday, October 5 during the Portland Marathon.
Broadway Bridge: outside westbound lane and north sidewalk closed from 7:00 am to 3:00 pm. The bridge lift span will not open for river traffic during that time. From 10:00 am until noon, only TriMet buses may use the inside westbound traffic lane.
Burnside Bridge: All westbound lanes closed from 6:30 am to 9:00 am.
Morrison Bridge: All westbound lanes closed from 6:00 am to 8:45 am. The city center exit ramp from Interstate 5 to the bridge will be closed at this time.
Alternate river crossings include the Hawthorne Bridge, which will remain open in both directions on Sunday. Many TriMet bus lines will be detoured to alternate bridges during the event. Detour information will be posted at bus stops.
Multnomah County maintains six Willamette River bridges and more than 300 miles of roads and bridges.

2008 Multnomah County youth champion award winner
Sara Ryan has dedicated her career at Multnomah County to infusing the voices of youth in the delivery of Library services. This is no small feat seeing that Multnomah County Libraries has the highest circulation of any library system in the Country! Sara worked to create voting positions for youth on the Library Advisory Board and helped create systems of support for the Board’s youth members. Sara also piloted teen advisory councils for individual branch libraries and now has a network of teen advisory councils for most neighborhood branches throughout the system.

Latino-owned bars preparing for Smokefree Workplace Law: Sandoval’s restaurant will host a gathering of Latino bar owners to discuss upcoming changes.
PORTLAND, Ore.--Latino bar owners will gather at Sandoval’s restaurant on Thursday September 4, 2008 to talk about the Smokefree Workplace Law going into effect January 1, 2009. On that date Oregon bars, bingo halls and bowling alleys will be required to be smoke-free. This law will also prohibit smoking within ten feet of any doors or windows that open and air intake vents.

Sellwood Bridge closed tonight for repairs August 24th
Repairs will close the Sellwood Bridge tonight and possibly tomorrow night as a contractor completes work to fill concrete cracks to prevent steel corrosion and further cracking. The work will require the bridge to be closed to traffic (except for bicycles and pedestrians) from 6:30 pm to 5:00 am.

The Multnomah County District Attorney’s Office, Victims Assistance Program is seeking On-Call Rape Victim Advocates (RVAs) to respond to local hospitals to provide assistance and support to victims of sexual assault. On-Call RVAs respond during evenings, weekends and holidays. Eighteen hours of training will be provided at the Multnomah County Courthouse.

Gillihan Loop Road closures for Sauvie Island Bridge work
Sauvie Island Bridge construction update and road closure
Demolition of the original Sauvie Island Bridge will require repeated closures of a portion of Gillihan Loop Road located under the Sauvie Island Bridge overpass. The closures will occur 8/12/08 through 8/15/08, between the hours of 7:00 am and 6:00 pm. Twenty minute delays are expected during each closure, with flaggers directing traffic through the area. The closures are necessary to protect motorists from falling debris during the bridge demolition.
Multnomah County maintains the Sauvie Island Bridge and more than 300 miles of roads and bridges.

Burnside Bridge Clousure - Sunday morning
The Burnside Bridge will close to street and river traffic on Sunday morning, June 29 during the annual Beat the Burnside run. The bridge, which serves as the finish line for the five mile run, will be closed to street traffic from 6:00 am to 11:00 am. The event will close the bridge to river traffic from 8:40 am to 9:30 am. The bridge will remain open to bicyclists and pedestrians at all times.
During the closure, TriMet bus lines 12-Sandy, 19-Glisan, 20-Burnside, 33-Fremont and 35-Greeley will be rerouted across the Morrison Bridge. The Steel Bridge is currently closed to all vehicles except MAX trains.
Multnomah County maintains the Burnside Bridge and more than 300 miles of roads and bridges.

The new Sauvie Island Bridge will open to traffic this afternoon, following two and a half years of construction and a weekend grand opening celebration. The $42 million structure replaces the island’s original bridge, which was unable to support the weight of modern trucks.

County seeks comments on stormwater management plan
Multnomah County welcomes comments on its draft Stormwater Management Plan, which is up for renewal this year. The county is in the process of renewing two National Pollutant Discharge Elimination (NPDES) Municipal Separate Storm Sewer System (MS4) Phase I permits. The NPDES permits are issued by the Oregon Department of Environmental Quality under the federal Clean Water Act and renewed every five years.

Multnomah County, which currently provides animal services county-wide, including for the City of Portland, can no longer fund the level of animal services that will keep pace with the growing expectations and demands for those services in Portland.
The Animal Services Taskforce is chartered by the Portland City Council and the Multnomah County Board of Commissioners to study and evaluate options; make recommendations for appropriate and viable service levels and service priorities; and identify sustainable funding methods to insure continued services into the future.

Construction begins on SE 282nd and Stone Rd. improvements
Improvements to the intersection of SE 282nd Avenue and SE Stone Road in rural East Multnomah County will begin the week of June 2 and be completed this fall. Multnomah County has contracted with Dirt and Aggregate Interchange of Fairview to construct the roughly $900,000 project.

Late Party Changers May Get Two Ballots
Voters should only cast the ballot that reflects their current party affiliation
(Salem, OR) – Due to the extraordinarily high number of Oregon voters who’ve recently changed their political party affiliation, there will likely be a number of voters who will receive two ballots for the May 20 primary.
This affects only those voters who’ve changed their party registration (from one party to another, or from non-affiliated to a party) in the last week to two weeks. When ballots are mailed May 2, some voters will first receive a ballot with their previous registration. These ballots should not be voted.
Instead, affected voters should wait until their new, updated ballot arrives, and then vote only that ballot. The outdated, incorrect ballots should then be destroyed. This situation will not affect voters who have registered for the first time, only those who’ve recently re-registered with a different party.
Note: Even if two ballots are cast by the same voter, only one ballot—the updated one with the new party affiliation—will be counted. For more explanation on this, see below.

Stroke Mortality declines in Multnomah County
From Public Affairs: Cerebrovascular disease, also known as stroke, is one of the leading causes of death in the United States. Although stroke death rates have declined 15% in Multnomah County in the last decade, they remain higher than rates for Oregon and the U.S. The rate in Multnomah County in 2005 was 60 deaths per 100,000 population. In Oregon it was 55 deaths per 100,000 population and nationally the rate was 47 deaths per 100,000 population.

Voter registration, party affiliation changes end April 29th
The May 20, 2008 primary election is fast approaching. Multnomah County Elections today reminded voters of deadlines for changing party affiliations or registering to vote in the upcoming election.
The deadline for both actions is April 29, 2008. Only voters registered with the Democratic or Republican parties may vote in those respective primaries.

New eco-store to open on Fremont
There is a new, not for profit store opening soon in Northeast. It’s operated by the non-profit organization Oregon Center for Environmental Health. They are going to carry some non-toxic alternative products, like glass baby bottles, steel water bottles, natural rubber duckies, and chemical-free sunscreen.

Multnomah County residents love their libraries so we wanted to let you know, all branches are closed tomorrow. Read the following from library staff:
All Multnomah County Library locations, including Library Administration and The Title Wave Used Bookstore, will be closed on Thursday, April 3, while staff attend Staff Day training at PSU. All locations will open for normal hours on Friday, April 4. The last library staff day was held in September, 2005, so we are looking forward to having this training opportunity. We have publicized the closure through the library's various communications channels and with the news media.
Maybe in the meantime we can switch books with our neighbors. One book I just passed along is Boomsday by Christopher Buckley. Read any good ones lately?

Recommendations for influenza vaccination expanded

While influenza activity in Oregon and across the country continues to be widespread, a panel of immunization experts from the Centers for Disease Control and Prevention (CDC) voted to expand the recommended ages for annual influenza vaccination to include all children from six months through 18 years of age. The previous recommendation was for vaccination of children from six months to 59 months of age.

Retreat will support grandparents raising grandchildren

Grandparents raising grandchildren face economic hardship and stress, according to AARP and The National Caregiving Alliance. In Oregon, AARP reports more than 37,500, or four percent of all children in the state live in grandparent-headed households. An additional 14,000 children (1.7%) live in households headed by other relatives. Nationally, 4.5 million children live in grandparent-headed households (6.3% of all children under age 18.)

Morrison Bridge closing Sunday, March 9th
From Public Affairs:
The Morrison Bridge will be closed Sunday, March 9 from 7:00 am until as late as 3:00 pm while crews complete annual maintenance work. The work is not weather dependent. The bridge will reopen as soon as work is completed. The closure will impact motor vehicles, pedestrians, and bicyclists. River traffic will not be impacted.
During the closure, on and off-ramps from the bridge to I-5 and I-84 will be closed. Motorists can access I-5 north at NE Broadway and N Williams Ave. and enter I-84 eastbound at NE Grand Ave. and NE Everett St. Alternate downtown river crossings include the Hawthorne, Burnside and Steel bridges. During the bridge closure, TriMet’s 14-Hawthorne route will cross the Hawthorne Bridge westbound and the Burnside Bridge eastbound. The 15-Belmont line will use the Burnside Bridge in both directions.
Multnomah County maintains the Morrison Bridge, five other Willamette River bridges, and more than 300 miles of roads.

Vector Control seeks advisors
From Environmental Health: Multnomah County Vector Control seeks members for their Vector and Enforcement Advisory Committee. The Advisory Committee provides community views and recommendations on the full range of Multnomah County Vector Control activities.
Vectors are animals or insects, such as rats and mosquitoes, that can transmit diseases to humans. Examples of vector-borne diseases include West Nile virus and Hanta virus.

Cogen's notary office hours for domestic partnerships
Friday is the last day Multnomah County will offer free notary service. It is not a regular practice, but was extended by volunteers throughout the county to help couples register for domestic partnerships for the first week. Team Cogen remains committed to helping couples through the notary obstacle and will be offering "office hours" for domestic partners. Monday through Thursday, 9 to 10am and again from 4 to 5pm. This will help us help you and keep our ship running smoothly as well.

Frozen roadway closes NE 238th Drive - Jan 24th, until further notice
UPDATE - NE 238th Drive WILL OPEN BY 2PM TODAY.
From Public Affairs: An icy roadway has forced the closure of NE 238th Drive in Wood Village between NE Halsey Drive and NE Glisan Street. Water from an underground spring has seeped onto the road and built up a thick layer of ice on a steep section of the road. Applications of sand and de-icing chemicals have not been able to remove the ice. The road will be closed for several days until temperatures rise and the ice can be removed.

Marine Drive closed in East County for repairs - Jan 17
UPDATE: MARINE DRIVE WILL OPEN BY 9PM TONIGHT. NW Marine Drive is closed between NW Sundial Road and NE 223rd Ave. in east Multnomah County due to a damaged railroad line that crosses the road. Loose railroad ties and spikes created a safety hazard that will need to be repaired. During the closure, the alternate routes are NE 223rd Ave. to Sandy Blvd. or Interstate 84 west.
The road closure is likely to extend into Friday. An estimated reopening time will be announced as soon as possible.
Multnomah County maintains this section of NW Marine Drive and more than 300 miles of roads and bridges.

Burnside Bridge Clousure this weekend, Jan 19 - 21

The Burnside Bridge is scheduled to close this weekend to allow a contractor to remove temporary traffic control items and return the bridge to its normal traffic configuration. The bridge will close at 6:00 am on Saturday, January 19 and reopen by 6:00 am on Monday, January 21. For safety reasons, the bridge will be closed to motor vehicles, bicyclists and pedestrians. River traffic will not be affected.

From Public Affairs: Two transportation projects planned to begin in 2008 that will improve NE 223rd Avenue in Fairview will be the topic of a public meeting scheduled on Wednesday, January 23 from 7:00 pm to 9:00 pm at Fairview Community Center, 300 Harrison Street. The first proposed project will replace a railroad bridge that runs above 223rd near Interstate 84, which will allow 223rd to be widened between NE Bridge St. and NE Sandy Blvd. The second project will improve the nearby intersection of 223rd Avenue and NE Sandy Blvd.

Road washout in unincorporated NW county
From Public Affairs:
NW Brooks Road, a rural road in unincorporated Multnomah County, has been closed between NW Skyline Blvd. and NW Kaiser Road due to a washout. Heavy storm water runoff this week eroded the shoulder of the road in an area of steep terrain. The road is being closed for safety reasons while engineers assess the damage and plan repairs. A timeline for reopening the road will be announced after the engineering assessment.Access will be maintained for local traffic using NW Brooks Road up to the point of the road closure. Through traffic should use alternate routes such as NW Cornelius Pass Road.
Multnomah County maintains NW Brooks Road and 300 miles of roads and bridges.

From Chair Wheeler's office: Major Study Outlines Plan to Improve Public Safety
Today, Multnomah County Chair Ted Wheeler released an unprecedented top-to-bottom review of the local criminal justice system that raises troubling concerns about the toll successive budget cuts have taken on a system once nationally-renowned for its effectiveness. At the same time, the report identifies a detailed set of short-term and long-term steps that leaders can take to strengthen the justice system.

Sauvie Island Bridge arch coming today!
From Public Affairs: Commissioner Maria Rojo de Steffey will be on hand to watch the main arch span for the new Sauvie Island Bridge be barged into place on Friday, December 28. Commissioner Rojo de Steffey made this project her top priority when she took office in 2001. She raised the funds to rebuild this bridge and is excited to reach this point in the process.

Local author of “The Shelter Dog” to host book-signing event at animal shelter
Local author/illustrator Chris Davis will host a book-signing event Dec. 15 for her book, “The Shelter Dog,” published by Lighthearted Press. Davis’ books will be available for $10 and all proceeds from book sales during the event will benefit Multnomah County Animal Services’ Adoption Outreach Trust Fund. The book is an illustrated account of Hero, a dog angel seeking the perfect human companion. A review of the book was featured in the December 11 edition of The Oregonian.

Bridge types selected for Sellwood Bridge study
Bridge types to be studied for a new Sellwood Bridge were selected at a December 10 meeting of the Sellwood Bridge Policy Advisory Group. The decision confirmed a recommendation of the project’s Community Task Force, which evaluated bridge types and considered public input this fall.

Multnomah County celebrates milestone
From Public Affairs: On December 7, 2007, Multnomah County took a major step forward in its effort to create an East County Justice Center with the purchase of property to build the facility. Multnomah County purchased a 3.66 acre site, including four existing structures on five tax lots, located at 18430-18510 SE Stark St. in Rockwood. The property now houses a Taco Bell and a laundromat, as well as a vacant bowling alley and a KFC restaurant.

Library needs plastic bags
From the library: The Central Library Welcome Desk needs clean plastic bags that are large enough to carry a few books. For the last few (rainy) weeks library patrons have been snapping them up and a call goes out repeatedly to staff to bring them in. This is reuse at it's best!

New Arch for Sauvie Island Bridge
From our public affairs office: Sauvie Island Bridge Arch Float-in Update - It looks like it will take an extra week before the main arch span of the new Sauvie Island Bridge is ready to be floated down river and installed. As we noted in our last update, the contractor has moved the main arch span from the dock at Port Terminal 2 in NW Portland to a barge in preparation for the float-in and installation. The contractor has found it will take more time than expected to construct the system that stabilizes the arch on the barge and jacks it up. When the arch is floated downriver, it will be jacked to a height so that it can be set down on the pier tops at the island.

Burnside Bridge Clousure - two weeknights
The Burnside Bridge is scheduled to close on the evenings of Wednesday, December 5 and Thursday, December 6 for repairs to the lift span. Each night the bridge will close at 8:00 pm and reopen no later than 6:00 am the next morning. During the closure the contractor will remove concrete forms, install debris shields and adjust the guardrail to prepare the east lift span to return to operation. The work will require the east leaf to be in the raised position for extended periods of time.

County road closures
As of 8 am today, several Multnomah County roads are closed due to the storm. On the Fairview/Gresham boundary, NE Glisan St. is closed between NE 202nd and NE 207th Ave. due to potential flooding of Fairview Creek. In the West Hills, NW Skyline is closed between NW Quarry Rd. and NW Brooks Rd. due to a downed power line, and NW Beck Rd. is closed between NW Skyline and NW Johnson due to downed power lines and trees. PGE is responding to the downed power lines.

Holiday pet care
A coalition of metropolitan animal services organizations is reminding pet owners of the importance of taking special care of their animals during winter holiday season.
The following tips on preparing pets for a disaster have been compiled by member agencies of the Animal Shelter Alliance of Portland (ASAP), including Clackamas, Multnomah and Washington County animal services; the Oregon Humane Society, the Humane Society of Southwest Washington, Cat Adoption Team and the Feral Cat Coalition.

Larch Mountain road closed for winter
From Public Affairs:
Multnomah County Transportation has closed the upper section of Larch Mountain Road in the Columbia Gorge for the winter season. Late in autumn, the county closes upper Larch Mountain Road by installing a snow gate near mile post 10. The closure protects the traveling public from adverse weather conditions and reduces maintenance costs associated with snow removal. The gate is opened each spring. Larch Mountain Road is the highest road in Multnomah County, reaching an altitude of 4055 feet.

Commissioner Maria Rojo de Steffey will host a public meeting to share information about the installation of the main arch span for the new Sauvie Island Bridge. The arch span installation is tentatively scheduled for Friday, December 7. The meeting will be held Thursday, November 29 at 6 pm in the Sauvie Island School Cafeteria, 14445 NW Charlton Road.

Burnside Bridge Clousure
From our office of public affairs:
Weekend Burnside Bridge closure scheduled
The Burnside Bridge is scheduled to close to all users including motorists, bicyclists and pedestrians from 8:00 pm on Friday, November 16 until 6:00 am Monday morning, November 19 for repairs to the lift span. The work could be postponed in the event of severe weather.
During the closure the contractor will place sections of deck concrete, above the area where recent mechanical repairs were completed to the east side of the lift span. This will be the last major concrete placement for the project.

Drop off your ballot at the libraries
For the November 2007 Special Election, all Multnomah County libraries will serve as ballot drop-off sites from Friday, Oct. 19 through 8 p.m. on Election Day, Tuesday, Nov. 6. (Library Administration, Library Outreach Services and The Title Wave Used Bookstore do not accept ballots.)
Ballot boxes will be stationed at the Central Library Welcome Desk and at or near the circulation desks of all other neighborhood libraries. Voters may also deposit their ballots 24 hours a day, until 8 p.m. on Election Day, into Central Library’s outdoor book drop, located on S.W. 11th Ave., as well as into the outdoor ballot drop boxes located in the parking lots of Gresham and Midland libraries.

Sellwood, Burnside Bridge Closures

Burnside Bridge expected to reopen next week
The Burnside Bridge is expected to reopen to motor vehicles late next week after being closed several weeks to replace parts of a hinge that attaches the counterweight to the lift span. The bridge will not be ready to reopen on Monday, October 8 as originally planned. The target date for reopening is four or five days after October 8.

Older adults encouraged to participate in upcoming events and support Vital Aging Task Force
From our Public Affairs office:
The creation of Multnomah County’s Vital Aging Task Force on February 15 was an early action taken by Multnomah County Chair Ted Wheeler, designed to engage older adults in the community through new and creative ways. The group recognizes older adults as “a growing valuable resource and asset for employers and for our community.”
According to the U.S. Census, the United States population aged 65 and over is expected to double in size within the next 25 years. By 2030 almost one in every five Americans will be 65 years or older. The age group 85 and older is the now the fastest growing segment of the population. Multnomah County has an elder population approaching 100,000 with 12 percent of this population over 85 years of age.

Sellwood Bridge policy group to meet October 1
From Commissioner Maria Rojo De Steffy's office:
The Policy Advisory Group for the Sellwood Bridge Project will meet on Monday, October 1 at 2 pm in the boardroom of the Multnomah Building at 501 SE Hawthorne Blvd. to choose up to four alternatives for further study. The advisory group includes elected and appointed representatives of jurisdictions with an interest in the Sellwood Bridge Project. The planning project will lead to a decision on a long-term fix for the Sellwood Bridge, which is reaching the end of its service life. The policy group is scheduled to recommend a preferred alternative for jurisdictional approval in spring 2008.

Health Department receives grant, will hold press conference
From the Health Department:
Multnomah County’s Department of Human Services, in partnership with the county’s Department of Community Justice and the state courts, is the recipient of a five-year grant of more than $3.7 million with roughly $1 million during its first year. The grant is entitled Targeted Grant to Increase the Well-Being of, and to Improve the Permanency Outcomes for, Children Affected by Methamphetamine or Other Substance Abuse.

Transportation update for the coming weekend
From our Public Affairs Office:
A three-week closure of the Burnside Bridge for lift span repairs will begin at 9:00 am on Monday, September 17. The closure will impact motor vehicles only. Pedestrians and bicyclists will be able to cross the bridge and river traffic will not be impacted. The bridge is scheduled to reopen by 6:00 am on Monday, October 8.
The closure will allow a contractor to replace parts of a hinge that attaches the 3.8 million pound counterweight to the lift span. The original parts have worn and broken so that the hinge cannot turn freely when the bridge opens for river traffic. If the hinge were to fail, the east lift span would not be able to open.

Rosh Hashanah is the Jewish new year and day of judgement, in which God judges each person individually according to their deeds, and makes a decree for the following year. The holiday is characterized by the special mitzvah of blowing the shofar.
* For a variable number of days before Rosh Hashana among Ashkenazim, and the entire month of Elul among Sephardim, special additional morning prayers are added known as Selichot.
* Erev Rosh Hashanah (evening of the first day) — 29 Elul
* Rosh Hashanah (ראש השנה) — 1–2 Tishrei
Rosh Hashanah is set aside by the Mishna as the new year for calculating calendar years, sabbatical and jubilee years, vegetable tithes, and tree-planting (determining the age of a tree).

Cornelius Pass closed this Sunday
From our Public Affairs Office:
NW Cornelius Pass Road will be closed between U.S. Highway 30 and NW Germantown Road on Sunday, September 16 from 6:00 am until as late as 5:30 pm for road work. During the closure, crews will:
• Repair recessed centerline reflectors
• Seal cracks in asphalt
• Repair and clean several culverts
• Trim vegetation and remove litter near the road
During the closure, through traffic will need to use alternate routes, including:

Flaggers will direct traffic across Cornelius Pass Road at intersections such as Skyline Blvd. Access will be maintained for local residents and emergency vehicles that need to use Cornelius Pass Road. To enter the work zone from outside, local residents will need to present identification that lists a home address inside the closed area.
The section of Cornelius Pass Road that is being repaired is maintained by Multnomah County. A short adjoining section of Cornelius Pass Road in Washington County north of NW Germantown Road will also be closed on Sunday for traffic control.

Sellwood Bridge closure this weekend
From our Public Affairs Office:
The Sellwood Bridge will be closed to motor vehicles on Sunday, September 9 from 6:00 am until approximately 6:00 pm during a structural inspection. Both traffic lanes need to be closed in order to station equipment used in the inspection. Like all publicly owned bridges, the Sellwood Bridge gets a federally mandated structural inspection every two years. Multnomah County also inspects sections of the bridge where problems have been identified every three months.
“The biennial inspection of the Sellwood Bridge is one step the county takes to insure possible safety and maintenance concerns are addressed,” said County Commissioner Maria Rojo de Steffey, whose district includes the Sellwood Bridge. “Multnomah County is committed to supporting and monitoring all our bridges.”
On Sunday the bridge sidewalk will remain open for bicyclists and pedestrians, although there may be short, intermittent delays for sidewalk users. Access will also be maintained for emergency vehicles. For motor vehicles, the nearest alternate river crossing to the north is the Ross Island Bridge. Access to the Ross Island Bridge is available via US 43/SW Macadam Ave. on the west side and via SE Milwaukie Ave. and SE Powell Blvd. on the east side. The nearest bridges to the south are the Abernethy Bridge (I-205) and the Oregon City Bridge.

Burnside Bridge Clousure
Bridge closing alert from our Public Affairs office:
Burnside Bridge closed weekend of Sept. 7- 9
The Burnside Bridge will be closed to road and sidewalk traffic from 8:00 pm on Friday, September 7 until as late as 6:00 am on Monday, September 10 to allow a contractor to complete the installation of mechanical parts on the west lift span. Replacement of the counterweight link arms will require the bridge to be in the open position most of the weekend. The link arms guide the movement of a 3.5-million-pound counterweight when the bridge opens for river traffic.
The closure will impact motor vehicles, bicyclists and pedestrians. River traffic will not be affected. During the closure TriMet bus routes 12-Sandy, 19-Glisan and 20-Burnside will use the Morrison Bridge. Alternate river crossings include the Hawthorne, Morrison, Steel and Broadway bridges.
The Burnside Bridge is in the final year of a $9 million project which will replace the lift span deck and repair or replace parts that open the 81-year old bridge. Multnomah County maintains the Burnside Bridge, five other Willamette River bridges, and more than 300 miles of roads.

Sunday Triathalon will go across Hawthorne Bridge

Sunday triathlon to cross Hawthorne Bridge
Participants in the City of Portland Triathlon will use the south sidewalk of the Hawthorne Bridge as part of their event course on Sunday, September 2 from 8:30 am to 12:30 pm. Bridge sidewalks and traffic lanes will remain open to the public during the event. However, the bridge will not be able to open for river traffic between the hours of 7:00 am and 1:00 pm.
Multnomah County maintains the Hawthorne Bridge, five other Willamette River bridges, and more than 300 miles of roads.

Burnside Bridge Clousure - Saturday AM
The Burnside Bridge will be closed to motor vehicles on Saturday, August 18 from 6:00 am until as late as noon while a contractor surveys parts of the east lift span. Bridge sidewalks will remain open and the closure will not impact river traffic.
During the closure a team will survey parts of the east lift span where critical repairs are being made. The survey cannot be completed while traffic is crossing the bridge, due to vibrations caused by motor vehicles.
TriMet bus routes 12-Sandy, 19-Glisan and 20-Burnside will use the Morrison Bridge during the closure. Alternate river crossings for motor vehicles include the Hawthorne, Morrison, Steel and Broadway bridges.

Bridge closures Sunday for the Bridge Pedal
The 12th annual Providence Bridge Pedal on Sunday morning, August 12, will involve ten Willamette River bridges in Portland. The event includes three different cycle routes and one for walkers. As usual, the event will require some changes in how motorists get around the city, especially when crossing the Willamette River. Several bridges – including the Broadway, Morrison and St. Johns -- will remain open to vehicular traffic in both directions, despite the presence of cyclists and walkers.

Neighbors Mobilize Against Big-Box
Neighbors in the Roseway and Madison South neighborhoods are mobilizing against a new "big box" development planned across the street from Madison High School.
Canadian Developer SmartCentre has requested a conditional use permit from the City of Portland to build a 240,000 square foot commerical development on an old land fill. The land is currently zoned for a 60,000 square foot building - the size of your neighborhood Safeway or New Seasons.

Creative, ongoing event benefitting Oregon Literacy
Gotham Tavern has undergone many changes in recent months. I went on Friday night and discovered they have new ownership, a great new menu and a cool new thing to do on Tuesday nights: Scrabble games! SCAM: Rebuilding Morning Star Baptist Church
We've been called by the pastor of Morning Star Baptist Church and been told this was a scam.
A few months ago, Morning Star Baptist Church in Northeast Portland burnt down in a horrible fire. The Ghetto Risen Foundation will present "King Solomon Lives - a Nubian Love Story" with all proceeds going towards the rebuilding of this church. This play will be performed August 11th at New Hope Community Church, located at 11731 SE Stevens Rd in Gresham. Seats are $45, VIP balcony are $65. Library sites scouted
Multnomah County still is collecting potential locations for a new North Portland library branch, which will be funded by the levy voters approved last November.
The county wants to enter a long-term lease at an office, retail, service or flex-space with between 5,000 and 7,500 square feet of contiguous space on a single-level ground floor. The space must be midway between the North Portland Library, 512 N. Killingsworth St., and St. Johns Library, 7510 N. Charleston Ave.
County Commissioner Jeff Cogen said community members have chimed in with suggestions; now, county leaders are sifting through the sites that could work and will bring them to neighbors for input in the fall.
The goal is to have the site ready by January 2009, when the money becomes available. Some of the potential sites so far include the old Ball School, where a senior housing project may have ground-floor retail space available; a space in downtown Kenton; and a TriMet development off North Interstate Avenue.
