SE Jenne Road to close during sewer project
A section of SE Jenne Road between SE Foster Road and SE 174th Ave. in east Multnomah County will be closed from Monday, July 14 until November 14, 2008 during construction of a sewer project. The City of Gresham’s Pleasant Valley sewer interceptor will provide urban services for a recently annexed area. The sewer line will be installed along SE Jenne Road, which is too narrow to remain open to through traffic during construction.

Libraries closed for July 4th holiday
All Multnomah County libraries, Library Administration and The Title Wave Used Bookstore will be closed on Friday, July 4, for Independence Day. The Title Wave Used Bookstore will also be closed on Saturday, July 5. Library locations and normal operating hours are available at www.multcolib.org/hours.

Burnside Bridge Clousure - Sunday morning
The Burnside Bridge will close to street and river traffic on Sunday morning, June 29 during the annual Beat the Burnside run. The bridge, which serves as the finish line for the five mile run, will be closed to street traffic from 6:00 am to 11:00 am. The event will close the bridge to river traffic from 8:40 am to 9:30 am. The bridge will remain open to bicyclists and pedestrians at all times.
During the closure, TriMet bus lines 12-Sandy, 19-Glisan, 20-Burnside, 33-Fremont and 35-Greeley will be rerouted across the Morrison Bridge. The Steel Bridge is currently closed to all vehicles except MAX trains.
Multnomah County maintains the Burnside Bridge and more than 300 miles of roads and bridges.

Sauvie Island Bridge open to traffic
The new Sauvie Island Bridge will open to traffic this afternoon, following two and a half years of construction and a weekend grand opening celebration. The $42 million structure replaces the island’s original bridge, which was unable to support the weight of modern trucks.

County seeks comments on stormwater management plan
Multnomah County welcomes comments on its draft Stormwater Management Plan, which is up for renewal this year. The county is in the process of renewing two National Pollutant Discharge Elimination (NPDES) Municipal Separate Storm Sewer System (MS4) Phase I permits. The NPDES permits are issued by the Oregon Department of Environmental Quality under the federal Clean Water Act and renewed every five years.

Announcing Public Forums for Animal Services in Portland and Multnomah County
Multnomah County, which currently provides animal services county-wide, including for the City of Portland, can no longer fund the level of animal services that will keep pace with the growing expectations and demands for those services in Portland.
The Animal Services Taskforce is chartered by the Portland City Council and the Multnomah County Board of Commissioners to study and evaluate options; make recommendations for appropriate and viable service levels and service priorities; and identify sustainable funding methods to insure continued services into the future.

Construction begins on SE 282nd and Stone Rd. improvements
Improvements to the intersection of SE 282nd Avenue and SE Stone Road in rural East Multnomah County will begin the week of June 2 and be completed this fall. Multnomah County has contracted with Dirt and Aggregate Interchange of Fairview to construct the roughly $900,000 project.

Instead of sitting down to rest their feet and minds, they have to care for the house, sometimes their children, and most often, their parents, spouse or other loved one.

IMPORTANT voter registration information!
Late Party Changers May Get Two Ballots
Voters should only cast the ballot that reflects their current party affiliation
(Salem, OR) – Due to the extraordinarily high number of Oregon voters who’ve recently changed their political party affiliation, there will likely be a number of voters who will receive two ballots for the May 20 primary.
This affects only those voters who’ve changed their party registration (from one party to another, or from non-affiliated to a party) in the last week to two weeks. When ballots are mailed May 2, some voters will first receive a ballot with their previous registration. These ballots should not be voted.
Instead, affected voters should wait until their new, updated ballot arrives, and then vote only that ballot. The outdated, incorrect ballots should then be destroyed. This situation will not affect voters who have registered for the first time, only those who’ve recently re-registered with a different party.
Note: Even if two ballots are cast by the same voter, only one ballot—the updated one with the new party affiliation—will be counted. For more explanation on this, see below.

Stroke Mortality declines in Multnomah County
From Public Affairs: Cerebrovascular disease, also known as stroke, is one of the leading causes of death in the United States. Although stroke death rates have declined 15% in Multnomah County in the last decade, they remain higher than rates for Oregon and the U.S. The rate in Multnomah County in 2005 was 60 deaths per 100,000 population. In Oregon it was 55 deaths per 100,000 population and nationally the rate was 47 deaths per 100,000 population.

Voter registration, party affiliation changes end April 29th
The May 20, 2008 primary election is fast approaching. Multnomah County Elections today reminded voters of deadlines for changing party affiliations or registering to vote in the upcoming election.
The deadline for both actions is April 29, 2008. Only voters registered with the Democratic or Republican parties may vote in those respective primaries.

There is a new, not for profit store opening soon in Northeast. It’s operated by the non-profit organization Oregon Center for Environmental Health. Multnomah County residents love their libraries so we wanted to let you know, all branches are closed tomorrow. Read the following from library staff:
All Multnomah County Library locations, including Library Administration and The Title Wave Used Bookstore, will be closed on Thursday, April 3, while staff attend Staff Day training at PSU. All locations will open for normal hours on Friday, April 4. The last library staff day was held in September, 2005, so we are looking forward to having this training opportunity. We have publicized the closure through the library's various communications channels and with the news media.
Maybe in the meantime we can switch books with our neighbors. One book I just passed along is Boomsday by Christopher Buckley. Read any good ones lately?

Recommendations for influenza vaccination expanded

While influenza activity in Oregon and across the country continues to be widespread, a panel of immunization experts from the Centers for Disease Control and Prevention (CDC) voted to expand the recommended ages for annual influenza vaccination to include all children from six months through 18 years of age. The previous recommendation was for vaccination of children from six months to 59 months of age.

Retreat will support grandparents raising grandchildren

Grandparents raising grandchildren face economic hardship and stress, according to AARP and The National Caregiving Alliance. In Oregon, AARP reports more than 37,500, or four percent of all children in the state live in grandparent-headed households. An additional 14,000 children (1.7%) live in households headed by other relatives. Nationally, 4.5 million children live in grandparent-headed households (6.3% of all children under age 18.)

Morrison Bridge closing Sunday, March 9th
From Public Affairs:
The Morrison Bridge will be closed Sunday, March 9 from 7:00 am until as late as 3:00 pm while crews complete annual maintenance work. The work is not weather dependent. The bridge will reopen as soon as work is completed. The closure will impact motor vehicles, pedestrians, and bicyclists. River traffic will not be impacted.
During the closure, on and off-ramps from the bridge to I-5 and I-84 will be closed. Motorists can access I-5 north at NE Broadway and N Williams Ave. and enter I-84 eastbound at NE Grand Ave. and NE Everett St. Alternate downtown river crossings include the Hawthorne, Burnside and Steel bridges. During the bridge closure, TriMet’s 14-Hawthorne route will cross the Hawthorne Bridge westbound and the Burnside Bridge eastbound. The 15-Belmont line will use the Burnside Bridge in both directions.
Multnomah County maintains the Morrison Bridge, five other Willamette River bridges, and more than 300 miles of roads.

Vector Control seeks advisors
From Environmental Health: Multnomah County Vector Control seeks members for their Vector and Enforcement Advisory Committee. The Advisory Committee provides community views and recommendations on the full range of Multnomah County Vector Control activities.
Vectors are animals or insects, such as rats and mosquitoes, that can transmit diseases to humans. Examples of vector-borne diseases include West Nile virus and Hanta virus.

Cogen's notary office hours for domestic partnerships
Friday is the last day Multnomah County will offer free notary service. It is not a regular practice, but was extended by volunteers throughout the county to help couples register for domestic partnerships for the first week. Team Cogen remains committed to helping couples through the notary obstacle and will be offering "office hours" for domestic partners. Monday through Thursday, 9 to 10am and again from 4 to 5pm. This will help us help you and keep our ship running smoothly as well.

Frozen roadway closes NE 238th Drive - Jan 24th, until further notice
UPDATE - NE 238th Drive WILL OPEN BY 2PM TODAY.
From Public Affairs: An icy roadway has forced the closure of NE 238th Drive in Wood Village between NE Halsey Drive and NE Glisan Street. Water from an underground spring has seeped onto the road and built up a thick layer of ice on a steep section of the road. Applications of sand and de-icing chemicals have not been able to remove the ice. The road will be closed for several days until temperatures rise and the ice can be removed.

Marine Drive closed in East County for repairs - Jan 17
UPDATE: MARINE DRIVE WILL OPEN BY 9PM TONIGHT. NW Marine Drive is closed between NW Sundial Road and NE 223rd Ave. in east Multnomah County due to a damaged railroad line that crosses the road. Loose railroad ties and spikes created a safety hazard that will need to be repaired. During the closure, the alternate routes are NE 223rd Ave. to Sandy Blvd. or Interstate 84 west.
The road closure is likely to extend into Friday. An estimated reopening time will be announced as soon as possible.
Multnomah County maintains this section of NW Marine Drive and more than 300 miles of roads and bridges.

DEQ is issuing an air pollution advisory because pollution levels are going up. We’re especially concerned about people with lung or heart disease, children and older adults because they can be more sensitive to pollution. Burnside Bridge Clousure this weekend, Jan 19 - 21
From Public Affairs:
The Burnside Bridge is scheduled to close this weekend to allow a contractor to remove temporary traffic control items and return the bridge to its normal traffic configuration. The bridge will close at 6:00 am on Saturday, January 19 and reopen by 6:00 am on Monday, January 21. For safety reasons, the bridge will be closed to motor vehicles, bicyclists and pedestrians. River traffic will not be affected.

Community meeting Jan. 23rd for 223rd Avenue improvements
From Public Affairs: Two transportation projects planned to begin in 2008 that will improve NE 223rd Avenue in Fairview will be the topic of a public meeting scheduled on Wednesday, January 23 from 7:00 pm to 9:00 pm at Fairview Community Center, 300 Harrison Street. The first proposed project will replace a railroad bridge that runs above 223rd near Interstate 84, which will allow 223rd to be widened between NE Bridge St. and NE Sandy Blvd. The second project will improve the nearby intersection of 223rd Avenue and NE Sandy Blvd.

A closure of the Burnside Bridge planned for this weekend has been postponed due to anticipated rain. The closure had been scheduled to allow a contractor to remove temporary traffic control items and re-stripe the bridge for five traffic lanes and two bike lanes. Dry weather is needed for the striping.Multnomah County maintains the Burnside Bridge and more than 300 miles of roads and bridges.

Road washout in unincorporated NW county
From Public Affairs:
NW Brooks Road, a rural road in unincorporated Multnomah County, has been closed between NW Skyline Blvd. and NW Kaiser Road due to a washout. Heavy storm water runoff this week eroded the shoulder of the road in an area of steep terrain. The road is being closed for safety reasons while engineers assess the damage and plan repairs. A timeline for reopening the road will be announced after the engineering assessment.Access will be maintained for local traffic using NW Brooks Road up to the point of the road closure. Through traffic should use alternate routes such as NW Cornelius Pass Road.
Multnomah County maintains NW Brooks Road and 300 miles of roads and bridges.

Sauvie Island Bridge arch coming today!
From Public Affairs: Commissioner Maria Rojo de Steffey will be on hand to watch the main arch span for the new Sauvie Island Bridge be barged into place on Friday, December 28. Commissioner Rojo de Steffey made this project her top priority when she took office in 2001. She raised the funds to rebuild this bridge and is excited to reach this point in the process.

Local author of “The Shelter Dog” to host book-signing event at animal shelter
Local author/illustrator Chris Davis will host a book-signing event Dec. 15 for her book, “The Shelter Dog,” published by Lighthearted Press. Davis’ books will be available for $10 and all proceeds from book sales during the event will benefit Multnomah County Animal Services’ Adoption Outreach Trust Fund. The book is an illustrated account of Hero, a dog angel seeking the perfect human companion. A review of the book was featured in the December 11 edition of The Oregonian.

Bridge types selected for Sellwood Bridge study
Bridge types to be studied for a new Sellwood Bridge were selected at a December 10 meeting of the Sellwood Bridge Policy Advisory Group. The decision confirmed a recommendation of the project’s Community Task Force, which evaluated bridge types and considered public input this fall.

Multnomah County celebrates milestone
From Public Affairs: On December 7, 2007, Multnomah County took a major step forward in its effort to create an East County Justice Center with the purchase of property to build the facility. Multnomah County purchased a 3.66 acre site, including four existing structures on five tax lots, located at 18430-18510 SE Stark St. in Rockwood. The property now houses a Taco Bell and a laundromat, as well as a vacant bowling alley and a KFC restaurant.

Library needs plastic bags
From the library: The Central Library Welcome Desk needs clean plastic bags that are large enough to carry a few books. For the last few (rainy) weeks library patrons have been snapping them up and a call goes out repeatedly to staff to bring them in. This is reuse at it's best!

New Arch for Sauvie Island Bridge
From our public affairs office: Sauvie Island Bridge Arch Float-in Update - It looks like it will take an extra week before the main arch span of the new Sauvie Island Bridge is ready to be floated down river and installed. As we noted in our last update, the contractor has moved the main arch span from the dock at Port Terminal 2 in NW Portland to a barge in preparation for the float-in and installation. The contractor has found it will take more time than expected to construct the system that stabilizes the arch on the barge and jacks it up. When the arch is floated downriver, it will be jacked to a height so that it can be set down on the pier tops at the island.

Burnside Bridge Clousure - two weeknights
The Burnside Bridge is scheduled to close on the evenings of Wednesday, December 5 and Thursday, December 6 for repairs to the lift span. Each night the bridge will close at 8:00 pm and reopen no later than 6:00 am the next morning. During the closure the contractor will remove concrete forms, install debris shields and adjust the guardrail to prepare the east lift span to return to operation. The work will require the east leaf to be in the raised position for extended periods of time.

As of 8 am today, several Multnomah County roads are closed due to the storm. On the Fairview/Gresham boundary, NE Glisan St. is closed between NE 202nd and NE 207th Ave. due to potential flooding of Fairview Creek. In the West Hills, NW Skyline is closed between NW Quarry Rd. and NW Brooks Rd. due to a downed power line, and NW Beck Rd. is closed between NW Skyline and NW Johnson due to downed power lines and trees. PGE is responding to the downed power lines.

A coalition of metropolitan animal services organizations is reminding pet owners of the importance of taking special care of their animals during winter holiday season.
The following tips on preparing pets for a disaster have been compiled by member agencies of the Animal Shelter Alliance of Portland (ASAP), including Clackamas, Multnomah and Washington County animal services; the Oregon Humane Society, the Humane Society of Southwest Washington, Cat Adoption Team and the Feral Cat Coalition.

Larch Mountain road closed for winter
From Public Affairs:
Multnomah County Transportation has closed the upper section of Larch Mountain Road in the Columbia Gorge for the winter season. Late in autumn, the county closes upper Larch Mountain Road by installing a snow gate near mile post 10. The closure protects the traveling public from adverse weather conditions and reduces maintenance costs associated with snow removal. The gate is opened each spring. Larch Mountain Road is the highest road in Multnomah County, reaching an altitude of 4055 feet.

Burnside Bridge Clousure

Weekend Burnside Bridge closure scheduled
The Burnside Bridge is scheduled to close to all users including motorists, bicyclists and pedestrians from 8:00 pm on Friday, November 16 until 6:00 am Monday morning, November 19 for repairs to the lift span. The work could be postponed in the event of severe weather.
During the closure the contractor will place sections of deck concrete, above the area where recent mechanical repairs were completed to the east side of the lift span. This will be the last major concrete placement for the project.

Drop off your ballot at the libraries
For the November 2007 Special Election, all Multnomah County libraries will serve as ballot drop-off sites from Friday, Oct. 19 through 8 p.m. on Election Day, Tuesday, Nov. 6. (Library Administration, Library Outreach Services and The Title Wave Used Bookstore do not accept ballots.)
Ballot boxes will be stationed at the Central Library Welcome Desk and at or near the circulation desks of all other neighborhood libraries. Voters may also deposit their ballots 24 hours a day, until 8 p.m. on Election Day, into Central Library’s outdoor book drop, located on S.W. 11th Ave., as well as into the outdoor ballot drop boxes located in the parking lots of Gresham and Midland libraries.

Burnside Bridge expected to reopen next week
The Burnside Bridge is expected to reopen to motor vehicles late next week after being closed several weeks to replace parts of a hinge that attaches the counterweight to the lift span. The bridge will not be ready to reopen on Monday, October 8 as originally planned. The target date for reopening is four or five days after October 8.

Older adults encouraged to participate in upcoming events and support Vital Aging Task Force

The creation of Multnomah County’s Vital Aging Task Force on February 15 was an early action taken by Multnomah County Chair Ted Wheeler, designed to engage older adults in the community through new and creative ways. The group recognizes older adults as “a growing valuable resource and asset for employers and for our community.”
According to the U.S. Census, the United States population aged 65 and over is expected to double in size within the next 25 years. By 2030 almost one in every five Americans will be 65 years or older. The age group 85 and older is the now the fastest growing segment of the population. Multnomah County has an elder population approaching 100,000 with 12 percent of this population over 85 years of age.

Sellwood Bridge policy group to meet October 1
From Commissioner Maria Rojo De Steffy's office:
The Policy Advisory Group for the Sellwood Bridge Project will meet on Monday, October 1 at 2 pm in the boardroom of the Multnomah Building at 501 SE Hawthorne Blvd. to choose up to four alternatives for further study. The advisory group includes elected and appointed representatives of jurisdictions with an interest in the Sellwood Bridge Project. The planning project will lead to a decision on a long-term fix for the Sellwood Bridge, which is reaching the end of its service life. The policy group is scheduled to recommend a preferred alternative for jurisdictional approval in spring 2008.
